Senior Capture Specialist Job

Job Summary:
We are seeking a driven Senior Capture Specialist to execute capture strategies with government market — building pipeline, developing capture plans, and engaging government stakeholders and teaming partners to drive win rates on new business opportunities.
Key Responsibilities:
• Support end-to-end capture activities opportunities, from identification through proposal submission
• Conduct market research and competitive analysis for upcoming procurements
• Build/maintain qualified pipeline using Higher Gov, GovWin, and state/local procurement portals
• Develop capture plans — customer engagement strategy, competitive assessment, win themes, teaming approach
• Engage directly with government customers, agency stakeholders, and procurement officers
• Coordinate with proposal management, pricing, and solutions teams for compliant proposals
• Identify/evaluate teaming partners and subcontractors; support teaming agreement negotiations
• Track opportunity data and pipeline metrics in HubSpot CRM
• Support price-to-win analysis and positioning strategy
• Attend industry days, pre-proposal conferences, and networking events
• Provide regular pipeline and capture status updates to leadership
Required Skills & Certifications:
• Bachelor's degree in Business, Public Administration, Marketing, or related field (or equivalent experience)
• 4-5 years: capture management, business development, or proposal support in SLED/government contracting
• Working knowledge of state/local procurement processes, RFP/RFQ/IFB structures, and contracting vehicles
• Demonstrated experience building/managing an opportunity pipeline
• Strong written/verbal communication skills for government and executive engagement
• CRM experience (HubSpot preferred)
• Ability to manage multiple opportunities in a fast-paced, deadline-driven environment
• Willingness to travel for customer meetings, industry events, and site visits
Preferred Skills & Certifications:
• Existing relationships with state, local, or education agency decision-makers
• Familiarity with HigherGov, GovWin IQ, or SAM.gov
• APMP Foundation certification or Shipley capture/proposal methodology exposure
• Experience supporting IT services, staffing, or technology proposals in the public sector
