Job Description:
Job Summary
We're seeking a passionate and experienced Manager of Human Resources & Employee Relations to lead our HR function and help shape a collaborative and outcome-driven workplace culture. This strategic and hands-on role supports a dedicated team of 50 permanent employees and a variable union labor force across multiple northeastern states. Reporting directly to the Chief Administrative Officer, you'll also serve as a trusted advisor to senior leadership on key HR matters.

Responsibilities

Department Leadership & Oversight
Lead and manage the daily operations of the HR department, including regular, part-time, and contract staff
Oversee the HR department budget and ensure efficient resource allocation
HR Operations & Compliance
Manage core HR functions: payroll, benefits, personnel records, onboarding/offboarding
Employee relations, and performance management
Ensure full compliance with federal, state, and local employment laws across multiple jurisdictions
Maintain and update the employee handbook and policies to reflect current regulations and company values
Talent Acquisition & Development
Drive recruitment, selection, onboarding, and training programs that align with industry best practices
Ensure all employees maintain required certifications and training for compliance and safety
Employee Relations & Culture
Champion a respectful, inclusive, and professional workplace for both permanent and project based teams
Address employee concerns, grievances, and disciplinary matters with fairness and discretion
Performance Management
Implement and oversee a performance management system that connects goals, feedback, and growth opportunities
Organizational Development
Support change management initiatives, including strategic realignment, role design, and workforce optimization
Compensation, Benefits & Wellness
Administer comprehensive benefit programs: medical, dental, retirement, and voluntary offerings

Job Requirements:
Qualifications

Bachelor’s degree in Human Resources, Business Administration, or a related field
Minimum of 5 – 7 years of progressive HR leadership experience—ideally in construction, industrial services, or environmental sectors
SHRM-CP/SCP or PHR/SPHR certification is highly desirable
