Job Description:
Summary: The Janitorial Supervisor is a designated individual with the authority to act on behalf of the contractor on a daily basis, ensuring the efficient and compliant execution of janitorial services for USDA facilities in Frederick, Maryland. This position is considered Key Personnel for the contract and requires demonstrated experience and qualifications in janitorial services.
Key Responsibilities:
•
On-Site Presence: Must always be on-site during all cleaning operations, with no exceptions. If the supervisor is not present, workers will be sent home, and the contractor will be notified.
•
Contract Representation: Serves as the primary point of contact with daily authority to act for the contractor.
•
Quality Control: Must conduct quality control inspections monthly, or more often if needed, in coordination with the USDA Technical Point-of-Contact.
•
Staff Management:
◦
Ensure all janitorial employees are capable, trained, and qualified in janitorial services.
◦
Oversee employees to ensure compliance with rules and regulations governing conduct on property.
◦
Maintain standards of competency, conduct, appearance, and integrity in employees satisfactory to the COR (Contracting Officer Representative).
◦
Take appropriate disciplinary action with respect to employees.
◦
Ensure employees do not enter Government offices or use Government telephones unless authorized by the COR.
◦
Relieve an employee of all duties related to the contract if deemed unqualified, unfit, careless, incompetent, unsuitable, or objectionable by the CO or COR.
•
Supply Management (Cleaning): Ensure all necessary cleaning supplies (e.g., disinfectant, cleaner, mops, brooms, etc.) are furnished by the contractor to perform services. The USDA will furnish disposable supplies (e.g., paper towels, toilet paper).
•
Safety and Security Compliance:
◦
Ensure compliance with personal identity verification (PIV) policies and procedures.
◦
Ensure all janitorial personnel undergo and maintain a Tier 1, Low Risk – Non-Sensitive background investigation with favorably adjudicated results prior to starting work and throughout the contract duration. The USDA will pay for the federal background investigation.
◦
Ensure no alcoholic beverages, illegal drugs, or illegal substances are used by personnel on-site or during contract performance.
◦
Ensure no weapons are carried on government property or during performance.
◦
Ensure personnel are not removed or diverted from the site without prior notification to the Contracting Officer, COR, or agency point of contact.
◦
Assist with background investigation processes and paperwork for personnel.
•
Instruction Adherence: Must not accept any instructions issued by any person other than the USDA Technical Point-of-Contact or the USDA Contracting Officer.

Designation: Must be formally designated in writing by the Contractor as the supervisor.
•
Approval: Must be approved by the USDA Technical Point-of-Contact before undertaking any duties or responsibilities related to this contract.

•
Licensing/Certification: Required to have certificates of training, licenses, certifications, permits, and bonding as required by state, county, city, Federal Government, and/or specified in the contract.
•
Appearance: Must present a clean and neat appearance and wear a distinctive uniform for ready identification.
