Job Description:
Summary: Janitorial Staff are essential employees responsible for performing comprehensive janitorial services at specified USDA facilities in Frederick, Maryland, ensuring a clean, sanitized, and well-maintained environment. This role requires adherence to strict cleaning protocols, safety regulations, and government-mandated conduct standards.
Key Responsibilities: The Janitorial Staff must perform all necessary labor and tasks in accordance with the contract specifications.
Daily Cleaning Tasks:
•
Waste Management:
◦
Collect and remove all refuse, trash, and garbage from office rooms, restrooms, conference rooms, classrooms, shipping/receiving rooms, lounges, and labs.
◦
Replace plastic trash bags in all wastebaskets.
◦
Utilize utility carts/rolling trash cans to transport trash throughout the building to outside dumpsters, never dragging trash bags.
◦
Do not store trash in the janitorial room.
•
Floor Care (Tiled Areas):
◦
Sweep all tiled floor areas daily.
◦
Treat tiled floors with a wet mop to remove all dirt, dust, and litter.
◦
Remove heel marks and stains.
◦
Clean along edges, corners, behind doors, behind equipment, under tables, and under furniture.
•
Floor Care (Carpet Areas):
◦
Vacuum classrooms, conference rooms, labs, shipping rooms, and hallways daily to remove all dirt, dust, and litter.
◦
Vacuum edges, corners, behind doors, and under furniture (e.g., desks) in carpeted areas.
◦
Vacuum rubber mats in shipping rooms and entry/exit ways daily.
◦
Spot clean carpets in all offices and corridors for stains or apparent signs of spills.
•
Entrances and Exits:
◦
Clean and sanitize all entrance and exit areas, including door glass and metal surfaces, along with door frames on both sides.
◦
Remove dust and cobwebs from corners and walls.
◦
Check vestibules under furniture for cobwebs and dust.
•
Conference Rooms & Common Areas:
◦
Clean glass tabletops in the Executive Conference Room in Building 2 daily, and any new glass tabletops acquired during the contract period.
◦
Clean and sanitize classrooms, labs, copy rooms, shipping rooms, and conference rooms daily.
◦
Clean and sanitize all desktops daily.
◦
Clean, scrub, sanitize, and polish all drinking fountains, ensuring they are free from streaks, stains, and spots.
◦
Clean and sanitize all tables and counters in lounges and kitchenettes.
◦
Sweep floors thoroughly and wet-mop in lounges and kitchenettes, including sanitizing edges and corners.
◦
Scrub and polish sinks and faucets daily in lounges and kitchenettes.
•
Restrooms:
◦
Clean all restrooms in both buildings daily.
◦
Clean mirrors, commodes/urinals (inside and outside).
◦
Replace urinal cakes if needed.
◦
Clean shower stalls.
◦
Wipe down and sanitize all sink countertops.
◦
Clean and disinfect all toilet fixtures from top to bottom, maintaining traps free from odor.
◦
Damp wipe and sanitize washbasins, shelving, dispensers, and chrome fixtures daily.
◦
Clean all mirrors with a soft cloth daily.
◦
Sweep, wet mop, and sanitize floors, including edges and corners and behind toilets daily.
◦
Empty, clean, and sanitize paper towel waste receptacles.
◦
Fill towel, soap, and toilet paper dispensers as needed.
◦
Empty, clean, disinfect, and provide new plastic/paper liners for sanitary napkin receptacles (liners supplied by vendor).
◦
Refill sanitary product dispensers (products supplied by vendor, revenue goes to vendor).
◦
Wipe down and sanitize metal partitions between urinals in men's restrooms with disinfectant.
Weekly Cleaning Tasks:
•
Empty and keep free of trash all outside cigarette receptacles located behind each building.
•
Clean and sanitize windowsills in conference rooms/lounges.
•
Clean and sanitize all outside surfaces of appliances (microwaves, toaster ovens, refrigerators, etc.).
•
Clean and disinfect the shower room located in the restroom at 69 Thomas Johnson Drive.
•
Damp wipe and sanitize chrome fixtures in the shower room.
•
Do not use PDC (Plant Protection and Quarantine) paper towels when cleaning.
•
Dust horizontal surfaces of file cabinets, tables, bookcases, windowsills of offices (upon notification to remove plants etc.), and other furniture.
•
Carefully clean spots off walls, ensuring not to remove paint.
•
Spray and buff all tile floors.
•
Perform high dusting in both buildings (tops of doors, refrigerators, dry boards in conference rooms, file cabinets, etc.).
•
Clean all ceiling vents (bathrooms, offices, conference rooms, classrooms, lounges).
•
Sweep sidewalks adjacent to entrances and the outside area of the shipping/receiving area.
Prohibited Actions:
•
Do not clean computer monitors as this can result in damage.
•
Do not accept any instructions issued by any person other than the USDA Technical Point-of-Contact or the USDA Contracting Officer.
•
No use of alcoholic beverages, illegal drugs, or illegal substances on-site or during contract performance.
•
No weapons carried on government property or during performance of the contract.
•
Do not enter Government offices or use Government telephones unless authorized by the COR.
•
Personnel must not be removed or diverted from the site without prior notification.
Required Qualifications & Attributes:
•
Capability and Training: Must be capable employees, trained, and qualified in janitorial services.
•
Approval: Must be approved by the USDA Technical Point-of-Contact before undertaking any duties or responsibilities related to this contract.
•
Background Investigation: Required to undergo and maintain a Tier 1, Low Risk – Non-Sensitive background investigation with favorably adjudicated results prior to starting work and throughout the contract duration. The USDA will pay for the federal background investigation.
•
Conduct & Appearance:

Maintain standards of competency, conduct, appearance, and integrity satisfactory to the COR.
◦
Present a clean and neat appearance and wear a distinctive uniform for ready identification. The contractor must ensure every employee is in uniform prior to performing work.
◦
Be knowledgeable about and comply with rules and regulations governing conduct on property.
•
Disciplinary Action: An employee may be relieved of all contract duties and responsibilities if deemed unqualified, unfit, careless, incompetent, unsuitable, or objectionable by the CO or COR.
