National Occupational Classification (NOC 2021): 20012 – Computer and Information Systems Managers
TEER Category: TEER 0 (Management Occupations)
Standard Occupational Classification Equivalent: Middle / Senior Management – Information Systems
Department: Financial Technology & Enterprise Information Systems / Corporate MIS
Employment Status: Full-Time, Permanent (37.5 – 40 Hours/Week)

1. POSITION OVERVIEW
The Business Systems Manager – Financial Systems plans, directs, controls, and evaluates the operations, architecture, and continuous modernization of corporate financial systems, core banking/accounting platforms, and computerized management information systems (MIS). Operating at the nexus of corporate finance, enterprise data architecture, and regulatory compliance, the incumbent ensures that mission-critical financial software platforms operate with maximum availability, algorithmic accuracy, and rigorous internal control safeguards.
Primary operational domains encompass Enterprise Resource Planning (ERP) financial modules, General Ledger (GL) posting engines, automated treasury and cash flow modeling systems, Point-of-Sale (POS) transaction gateways, and automated regulatory/tax reporting frameworks. The position holds direct managerial and budgetary authority over financial systems analysts, ERP specialists, database administrators, and IT support technicians, while managing third-party software vendor partnerships.
2. CORE DUTIES & RESPONSIBILITIES (ALIGNED TO NOC 20012)
A. Financial Systems Strategy, Architecture & Evaluation (NOC 20012 Primary Duty)
Enterprise Financial Architecture: Plan, direct, and evaluate the overall technical architecture, data interfaces, and continuous performance of core financial software platforms (e.g., SAP ERP, Oracle NetSuite, Microsoft Dynamics 365 Finance, Sage, or proprietary Core Banking Systems).
Systems Lifecycle Governance (SDLC): Lead the complete Software Development and Deployment Lifecycle for financial applications—directing system feasibility studies, business requirements elicitation, vendor scorecards, pilot testing, cutover execution, and post-implementation quality assurance.
Legacy Modernization & Cloud Integration: Direct the migration of legacy financial databases to secure, scalable cloud and hybrid infrastructures; audit transaction throughput, data pipelines, and database query latency to eliminate financial processing bottlenecks.
B. Financial Workflow Automation, MIS Analytics & Treasury Systems
Automated Accounting Workflows: Oversee the configuration and automated maintenance of accounts payable/receivable (AP/AR), multi-currency ledger reconciliations, asset depreciation schedules, and payroll integration modules.
Treasury & Liquidity Management Platforms: Direct the deployment and optimization of computerized treasury engines, real-time cash flow monitoring algorithms, automated minimum-balance threshold alerts, and electronic banking API integrations.
MIS & Executive Dashboards: Architect executive-level Management Information System (MIS) reporting dashboards linking operational performance to real-time financial metrics, runway calculations, and automated "Plan vs. Actual" budget variance tracking.
Procurement & Inventory Systems Integration: Formulate automated data exchange mechanisms connecting field inventory, warehouse barcode tracking, and retail Point-of-Sale (POS) transaction gateways directly with head-office general ledger databases.
C. Financial Data Integrity, IT Governance & Regulatory Compliance
Segregation of Duties (SoD) & RBAC: Formulate, implement, and enforce strict Role-Based Access Controls (RBAC), multi-factor authentication, and system permission matrices across all financial data repositories to ensure segregation of duties and prevent unauthorized disbursements.
Digital Audit Trails & Fraud Controls: Design and monitor immutable electronic transaction logs, automated exception detection algorithms, and digital audit trails to protect corporate capital and mitigate operational and financial fraud.
Regulatory & Statutory Compliance Automation: Ensure enterprise financial systems comply with statutory tax filing mandates, International Financial Reporting Standards (IFRS), and banking regulatory requirements (e.g., automated Anti-Money Laundering [AML] and Counter-Financing of Terrorism [CFT] transaction filtering rules).
Disaster Recovery & Business Continuity: Formulate, test, and maintain disaster recovery (DR) runbooks, real-time database replication, and automated multi-zone backup procedures for core transactional ledgers.
D. Budgetary Governance, Resource Allocation & Vendor Management
Departmental & Project Budgeting: Formulate, monitor, and control the annual operational expenditure (OPEX) and capital expenditure (CAPEX) budgets for enterprise financial software licenses, cloud computing instances, data feeds, and hardware infrastructure.
Vendor Contract & SLA Management: Direct negotiations and contract governance with software providers, ERP implementation consultants, and payment gateway vendors; continuously evaluate Service Level Agreements (SLAs) regarding uptime, patching, and data support.
ROI & Feasibility Studies: Prepare comprehensive technical business cases, software cost-benefit analyses, and total cost of ownership (TCO) models for presentation to the Chief Financial Officer and Executive Board.
E. Team Leadership, Supervision & Change Management
Personnel Leadership: Recruit, supervise, evaluate, and mentor a multidisciplinary technical team consisting of financial systems analysts, database administrators, ERP administrators, and business analysts.
System Training & SOP Institutionalization: Direct the design and rollout of firm-wide technical standard operating procedures (SOPs), systems manuals, and end-user training curricula to guarantee full user adoption across accounting, treasury, and procurement personnel.
Cross-Functional Bridge: Serve as the strategic translator between technical software developers/data engineers and non-technical financial executives, auditors, and comptrollers.
QUALIFICATIONS & HIRING PREREQUISITES
Education & Academic Background
Minimum Requirement: Bachelor’s degree in Management Information Systems (MIS), Computer Science, Accounting, Finance, Business Administration, or a related multidisciplinary discipline.
Preferred Asset: Master’s degree (e.g., Master of Business Administration - MBA in Finance/Information Systems, Master of Science in Information Technology).
Professional Experience
Total Experience: 5+ years of progressive professional experience in financial systems administration, business systems analysis, ERP implementation, or financial informatics.
Supervisory / Managerial Experience: Minimum 2 to 3 years of demonstrated experience managing technical personnel, leading systems projects, or supervising operational workflows.
Specialized Knowledge & Technical Proficiencies
Financial & ERP Systems: Proven administration experience with enterprise financial software (e.g., SAP S/4HANA Finance, Oracle NetSuite, Microsoft Dynamics 365, Sage 50/Peachtree, QuickBooks Enterprise, or Core Banking Systems).
Data Integration & Analytics: Strong knowledge of SQL relational databases, ETL data pipelines, API integrations with payment gateways/banks, and advanced financial modeling/MIS reporting tools (Power BI, Tableau, Excel VBA).
Control Frameworks: Thorough understanding of COBIT/COSO internal control frameworks, Segregation of Duties (SoD), role-based permissions, and IT General Controls (ITGC).
Project Methodologies: Demonstrated expertise in Agile/Waterfall software development lifecycles, Business Process Re-engineering (BPR), and formal User Acceptance Testing (UAT) sign-offs.
