National Occupational Classification (NOC 2021): 20012 – Computer and Information Systems Managers
TEER Category: TEER 0 (Management Occupations)
Standard Occupational Classification (SOC) Equivalent: 11-3021 – Computer and Information Systems Managers
Department: Enterprise Information Systems / Corporate MIS & Financial Technology
Employment Status: Full-Time, Permanent (37.5 – 40.0 Hours/Week)
Reports To: Chief Information Officer (CIO) / Chief Financial Officer (CFO) / VP of Enterprise Applications
Direct Reports: Senior Financial Systems Analysts, MIS Specialists, ERP Administrators, Database Analysts, and Business Intelligence (BI) Developers
1. POSITION SUMMARY & OBJECTIVE
The Business Systems Manager – Financial Systems / Management Information Systems (MIS) is responsible for planning, directing, controlling, and evaluating the operations, architecture, and lifecycle governance of corporate financial platforms, computerized accounting networks, and enterprise management information systems. Operating at the strategic intersection of enterprise software engineering, corporate finance, and business intelligence, the incumbent ensures that mission-critical financial applications deliver seamless transactional throughput, algorithmic precision, strict regulatory compliance, and real-time executive decision intelligence.
The incumbent provides overarching direction for Enterprise Resource Planning (ERP) financial modules, automated General Ledger (GL) posting engines, multi-entity consolidation architectures, digital treasury systems, Point-of-Sale (POS) data pipelines, and executive MIS dashboards. In this capacity, the manager holds direct budgetary, architectural, and supervisory authority over internal technical personnel and third-party software vendors.
2. CORE DUTIES & STRATEGIC RESPONSIBILITIES (ALIGNED TO NOC 20012)
A. Financial Systems & MIS Strategy, Architecture & Transformation
Strategic Systems Architecture: Plan, direct, and evaluate the architecture, interoperability, and continuous evolution of enterprise financial systems (e.g., SAP S/4HANA Finance, Oracle NetSuite, Microsoft Dynamics 365 Finance, Sage 50/300) and centralized MIS data pipelines.
Systems Development Lifecycle (SDLC) Governance: Direct end-to-end SDLC methodologies for financial software implementations—leading feasibility assessments, system requirements elicitation, workflow mapping, vendor scorecards, sandbox validation, cutover execution, and post-launch quality assurance.
Cloud & Database Modernization: Direct the migration of on-premise accounting ledgers and legacy financial databases to modern, scalable cloud/hybrid enterprise infrastructures (AWS, Microsoft Azure, Google Cloud Platform); optimize relational database structures (SQL) to eliminate query latency and month-end closing bottlenecks.
B. Enterprise Financial Ledger Automation & Transaction Processing
Automated Accounting Engines: Oversee the configuration, deployment, and daily operational health of automated Accounts Payable (AP), Accounts Receivable (AR), fixed asset depreciation schedules, multi-currency ledger reconciliations, and automated revenue recognition modules.
Point-of-Sale (POS) & Procurement Integration: Design, deploy, and maintain secure Electronic Data Interchange (EDI) and Application Programming Interface (API) gateways linking front-line POS terminals, warehouse barcode registries, and procurement portals directly into core accounting ledgers.
Continuous Transaction Integrity: Implement automated exception-monitoring algorithms and transaction validation rules across distributed ledgers to eliminate manual entry errors, double postings, and unallocated suspense entries.
C. Management Information Systems (MIS) & Business Intelligence (BI)
Executive MIS Architecture: Architect, configure, and maintain real-time MIS platforms and interactive Business Intelligence dashboards (Power BI, Tableau, Looker) connecting operational indicators directly with financial results.
Predictive Financial Modeling & Runway Dashboards: Develop automated data feeds linking working capital, customer acquisition costs (CAC), lifetime value (LTV), operational burn rate, and runway calculations directly to executive-level reporting suites.
Automated Budget Variance Tracking: Formulate and automate "Plan vs. Actual" variance engines across business departments and project job-costing codes, delivering proactive variance alerts to departmental directors and executive leadership.
D. Treasury Systems, Liquidity Governance & Banking Integrations
Computerized Treasury Platforms: Direct the evaluation, implementation, and optimization of computerized treasury workstations, host-to-host bank connectivity (SWIFT, ISO 20022 protocols), and automated cash concentration engines.
Real-Time Cash Flow Automation: Deploy algorithmic liquidity tracking models and automated minimum-balance warning triggers across multi-currency operating accounts to safeguard corporate capital and maintain working capital optimization.
Payment Gateway & Dispute Automation: Oversee secure electronic funds transfer (EFT), Automated Clearing House (ACH), and corporate credit card settlement platforms, maintaining real-time automated daily reconciliation engines.
E. Data Integrity, Internal Controls (ITGC) & Statutory Regulatory Compliance
Segregation of Duties (SoD) & Access Security: Formulate, implement, and enforce strict Role-Based Access Control (RBAC), multi-factor authentication (MFA), and system authorization matrices to maintain segregation of duties across all financial data repositories.
Audit Trails & Anti-Fraud Algorithms: Architect immutable digital audit trails, automated anomaly detection routines, and electronic transaction logging systems to identify suspicious activities, prevent asset misappropriation, and facilitate statutory external audits.
Statutory Compliance & Reporting Automation: Ensure all financial information systems, computerized tax engines, and reporting mechanisms comply with International Financial Reporting Standards (IFRS), Generally Accepted Accounting Principles (GAAP), and statutory electronic tax submission mandates.
Disaster Recovery (DR) & Business Continuity: Formulate, evaluate, and regularly test comprehensive Business Continuity Plans (BCP), cross-region database replication, and automated disaster recovery failover procedures for core financial transaction systems.
F. Budgetary Governance, Resource Allocation & Vendor Management
Departmental & Project Budget Administration: Formulate, monitor, and control the annual operating expenditure (OPEX) and capital expenditure (CAPEX) budgets for enterprise financial software licenses, cloud compute capacity, and IT infrastructure.
Vendor Contract Governance: Lead technical evaluations, vendor contract negotiations, and Service Level Agreement (SLA) enforcement with enterprise software vendors, SaaS providers, and third-party implementation consultants.
Feasibility & Total Cost of Ownership (TCO) Studies: Author comprehensive technical business cases, software cost-benefit analyses, and TCO evaluations for presentation to the Chief Financial Officer and Executive Board.
G. Team Leadership, Technical Staff Supervision & Organizational Change Management
Personnel Direction & Capability Building: Recruit, organize, supervise, evaluate, and mentor a multidisciplinary technical team of financial systems analysts, MIS developers, database administrators, and IT support specialists.
Standard Operating Procedures (SOPs): Direct the authoring, institutionalization, and ongoing review of formal technical standard operating procedures, data dictionary standards, and system security runbooks.
