Job Summary:
Seeking a Senior Business Systems Analyst (11–15 years of experience) to support OUC-IT modernization, public-safety technologies, and mission-critical systems. This role leads to enterprise requirements development, process redesign, and IT initiatives for 911/311 operations, collaborating with technical teams, operational stakeholders, and partner agencies on technology enhancements and system integrations.
Key Responsibilities:
• Formulate and define systems scope and objectives based on user needs and business system understanding
• Devise/modify procedures to solve complex problems considering system limitations and desired outcomes
• Provide senior-level consultation across phases of systems analysis on complex projects
• Lead requirement development sessions to gather detailed business and functional requirements
• Analyze existing workflows, processes, and configurations to identify improvement/modernization opportunities
• Develop business process models, use cases, workflow diagrams, and support documentation
• Translate business/operational requirements into clear technical specifications for OUC-IT teams
• Evaluate system capabilities, performance data, and user feedback to recommend enhancements
• Support testing activities — test plan/case development, UAT, and issue tracking
• Coordinate with cross-functional stakeholders to align operational needs, technical solutions, and project goals
• Assist in developing standardized tools, templates, documentation frameworks, and reporting dashboards
• Support change management — training documentation, stakeholder communication, workflow transition
• Conduct impact assessments on system changes affecting users, processes, and integrated systems
• Support data validation, data mapping, and data quality reviews
• Prepare reports, presentations, and recommendations for leadership
Required Skills & Certifications:
• 11+ years’ experience with Software Development Lifecycle (SDLC)
• 11+ years business systems analysis or IT project support experience
• 11+ years’ workflow analysis and enterprise process improvement
• 11+ years requirement gathering and documentation
• 11+ years’ experience with workflow/process-mapping tools (Visio, etc.)
• 11+ years use case development and process modeling
• 11+ years of multi-stakeholder coordination experience
• 11+ years testing and UAT support
• 11+ years data validation, mapping, and quality review
• 11+ years change management support
• 11+ years reporting, dashboard creation, and presentations
• Bachelor's degree in IT or related field (or equivalent experience), or current PMP certification
