Job Description:
Specifically, this position:

Serves as a leader, chairperson, and/or technical advisor over task forces and projects pertaining to developing, selecting, and implementing contracts for regional behavioral health services.

Directs, coordinates, and enhances the integration and cooperation of behavioral health programs with other County services and local community resources within an assigned region or service area by facilitating collaborations and partnerships between representatives of the County, contract providers, and non-profit agencies.

Participates in developing and implementing long-range plans pertaining to behavioral health services, such as healthcare integration and evidence-based prevention and treatment approaches.

Identifies and maintains public/private partnerships to assist in the promotion of behavioral health.

Determines appropriate allocation of resources within appropriated budget funds; responsible for development and oversight of departmental budget.

Reviews legislative changes for impact on existing programs; advises supervisor, Policy Council, and BOCC on policy and legislative matters concerning behavioral health.

Prepares contract documents outlining program scope of work and leads process for requests for proposals for contract services as well as grant opportunities where community partners may apply for grants through behavioral health program funding.

Advocates for the interests of behavioral health service recipients by developing cooperative working relationships with law enforcement agencies, probation, social services, advocacy organizations, mental health and substance abuse providers and other Agency and community partners.

Participates in quality improvement efforts pertaining to behavioral health services and participates in work teams responsible for writing grants, developing behavioral health programs, and identifying resources to increase mental health services in the care system.

Apply principles and practices of evidence-based prevention and treatment approaches.

Use planning, administration, development, implementation, monitoring, and evaluation concepts, methods, and techniques in the application of behavioral health programs.

Connect individuals and family members to services by using community behavioral health resources and methods.

Follow federal, state, and local laws, rules, and regulations governing the delivery of behavioral health services.

Design and develop programs, identifying and developing resources as necessary.

Manage budgetary, grant administration, and contracting processes.

Develop cultural competence, understand diversity concepts, and enhance skills for delivering services to individuals from diverse backgrounds.

Analyze complex problems and identify, define, and develop logical solutions and alternatives.
Job Requirements:

A Master's Degree from an accredited U.S. college or university in psychology, counseling, sociology, social work, public administration, public health, or a related field is required.
Five years of professional experience providing executive leadership in human services, health services, or related fields is required.
