Regular, Full-Time, RCUH Non-Civil Service position with the Social Science Research Institute (SSRI), Telecommunication and Social Informatics (TASI) Research Program, located at the University of Hawai‘i in Honolulu, Hawai‘i. Telework (from employee’s residence city and state) may be permissible subject to review and approval by Principal Investigator and RCUH. Continuation of employment is dependent upon program/operational needs, satisfactory work performance, availability of funds, and compliance with applicable Federal/State laws.
MONTHLY SALARY RANGE: $4,888 - $6,500/Mon.
DUTIES: Works with information systems analysts, data analysts, data engineers, and healthcare stakeholders to conceptualize, design, and implement data governance processes for healthcare information technology, healthcare analytics systems, and healthcare data. Will have an advanced level of understanding of health claims and clinical data sources; together with information systems analysts, data analysts, and data engineers, will develop data governance policies and process to support the operation of claims and clinical data warehouses; design data submission and/or data extraction from health information systems into the data warehouse; populate data dictionaries; analyze, summarize, and present results addressing topical and policy interests. Integrates health subject matter, analytic research methods, and data management expertise.

Job Requirements:
PRIMARY QUALIFICATIONS:
EDUCATION: Master’s Degree from an accredited college or university in Pre-Law, Business Administration, Computer Science, Information Sciences, Social Science, Management Information Systems, Information Technology, Public Health, or other related field. (Bachelor’s Degree from an accredited four (4) year college or university in related course work and Four to Six (4-6) years of relevant work experience may substitute for a Master’s Degree.).
EXPERIENCE: Five to seven (5-7) years of experience with project management, stakeholder engagement, and policy and workflow development. Experience must include working with data governance in all of the following areas: policy and procedure development, documenting data processes, data management, data release protocols, security and privacy compliance, data access protocols, and standardizing data dictionaries and terminology.
KNOWLEDGE: Knowledge of federal and state regulatory and research requirements relating to data governance, specifically around data security, privacy, use and disclosure. Knowledge of federal and state data security and privacy regulations including, the Health Information Portability and Accountability Act (HIPAA); 42 CFR Part 2; National Institute for Standards and Technology (NIST) 800-53 current revision; Medicaid Safeguarding Rules. Knowledge of data governance concepts and implementation practices. Fluency in data governance technologies. Knowledge of principles and practices in project and data governance planning/implementation for information systems. Good working knowledge of healthcare data, health information technology and data governance in the healthcare space.
ABILITIES & SKILLS: Ability to use desktop software, such as Microsoft Office. Excellent communication skills. Ability to conceptualize data governance concepts. Ability to develop and initiate strategies for data governance. Ability to facilitate and investigate data governance issues. Ability to manage project activities and processes to achieve data governance objectives. Ability to contribute to data governance project planning and management of team. Ability to standardize documentation and implement processes across multiple teams. Ability to effectively conduct work remotely (e.g., telework) as applicable. Post Offer/Employment Condition: Must be able to pass a post offer criminal background check. Must be able to complete the UH Information Security Awareness Training (ISAT) within two (2) weeks from date of hire, and re-certify every twelve (12) months.
PHYSICAL/MEDICAL DEMANDS: Able to lift and carry up to thirty (30) pounds unassisted.

Ability to explore new concepts and to plan and implement projects. Knowledge and experience working with Hawai‘i and Pacific healthcare data systems and healthcare data governance preferred. Understanding of healthcare organization data flows, operational processes, types of data collected, coding standards used (e.g., ICD 9-10, CPT/HCPCS, NCPDP, HL7, etc.). Experience in working on data governance using healthcare data or for a healthcare organization preferred.
