ARL PAYROLL ALLOCATION SPECIALIST – ID# 224596.

Regular, Full-Time, RCUH Non-Civil Service position with the Applied Research Laboratory (ARL), located at the University of Hawai‘i (UH), Mānoa Innovation Center (MIC), in Honolulu Hawai‘i. Telework (from employee’s residence city and state) may be permissible subject to review and approval by Principal Investigator and RCUH. Continuation of employment is dependent upon program/operational needs, satisfactory work performance, availability of funds, and compliance with applicable Federal/State laws.
MONTHLY SALARY RANGE: $7,500 - $10,000/Mon.
DUTIES: Allocates payroll cost to the appropriate projects based upon the certified timesheets. Responsible for the personnel charges to ARL accounts in accordance with the University of Hawai‘i (UH), federal (specifically Department of Defense (DoD)), state, Research Corporation of the University of Hawai‘i (RCUH), and other sponsor guidelines. Participates in the collection, compilation, classification, and evaluation of payroll data; takes trial balances; and makes adjusting and closing entries. Responsible for completing and disseminating monthly payroll budget status reports that incorporate forecasting and status to PIs, Program Managers, Project Leaders, Project Administrators, and Contract Funding Managers. Provides guidance to the project PIs, Program Managers, and Project Leaders as it relates to payroll. Works with ARL, UH, and RCUH employees and respective departments to ensure timely submittal of all timesheet actions. Ensures the accuracy of the ARL's timesheets by verifying and auditing timesheet entries to ensure the appropriate task order was charged. Maintains time and attendance records using electronic time management system and/or paper timesheets. Responsible for validating new payroll costing allocations and existing allocations when changes are made to the task order. Ensures that payroll documentation is validated at the end of the task order. Ensures that the dates of the payroll are during the reporting period of the task order.

Job Requirements:
PRIMARY QUALIFICATIONS:
EDUCATION: Bachelor’s Degree from a four (4) year accredited college or university in Business Administration, Marketing, Accounting, or related field. (Associate’s Degree from an accredited community college and two (2) years of experience of related work experience in administrative work, payroll, recordkeeping, account reconciliation, and accounting may substitute for a Bachelor’s Degree.).
EXPERIENCE: Three to five (3-5) years of work experience in administrative work, payroll, recordkeeping, account reconciliation, and accounting.
KNOWLEDGE: Strong working knowledge of payroll processes and procedures. Working knowledge of principles, practices, and techniques in the area of financial or government accounting and purchasing/contracting management. Knowledge of spreadsheet software to quantify and illustrate complex financial reports, comparisons, impacts, or projections. Knowledge of faculty or staff recruitment and human resources procedures.
ABILITIES & SKILLS: Must be a U.S. Citizen, a requirement of the Government security investigation to meet eligibility requirements for access to classified information. Must have excellent communication skills, both oral and written. Proficient in personal computers and the Microsoft Office Suite (e.g., Word, Excel, and PowerPoint). Proficient with Microsoft database software (e.g., Access). Familiar with academic research environment and electronic communication. Ability to communicate effectively at all levels of the organization and with internal or external affiliates, in written and oral format. Ability to establish and maintain effective working relationships with internal and external organizations, team members, and the general public. Ability to effectively conduct work remotely (e.g., telework) as applicable. Post Offer/Employment Condition: Must be able to obtain and maintain a security clearance based on a tier-3 background investigation to access classified information. Must be able to complete the UH Information Security Awareness Training (ISAT) within two (2) weeks from date of hire and re-certify every twelve (12) months.
PHYSICAL/MEDICAL DEMANDS: Ability to perform repetitive keyboard entry for twenty to forty (20-40) hours per week.

Experience with RCUH and/or UH Kuali Financial System. Experience in supporting multiple DoD contracts with funding levels up to $5 million.
