Regular, Full-Time, RCUH Non-Civil Service position with the Applied Research Laboratory (ARL), located at the University of Hawai‘i at Manoa (UHM), Manoa Innovation Center in Honolulu, Hawai‘i. Telework (from employee’s residence city and state) may be permissible subject to review and approval by Principal Investigator and RCUH. Continuation of employment is dependent upon program/operational needs, satisfactory work performance, availability of funds, and compliance with applicable Federal/State laws.

MONTHLY SALARY RANGE: $8,000 - $10,000/Mon.

DUTIES: Responsible for drafting, completing, and disseminating monthly budget status reports that incorporate forecasting and status of project goals to Principal Investigators (PIs), Program Managers, Project Leaders, Project Administrators, and Contract Funding Managers. Drafts the initial financial and administrative reports to be distributed to funding agencies as required. Advises ARL Director and assists Program Managers and Project Leaders with the preparation of budgets for projects and task orders.
Job Requirements:
PRIMARY QUALIFICATIONS:
EDUCATION: Bachelor’s Degree from an accredited four (4) year college or university in Business, Accounting, Management, or related field.
EXPERIENCE: Three to five (3-5) years of progressively responsible professional work experience, with responsibilities in financial accounting and fiscal/procurement; federal procurement; federal contracts and grants management; or equivalent education/training or experience.
KNOWLEDGE: Working knowledge of principles, practices, and techniques in the area of financial or government accounting and purchasing/contracting management. This includes: CFR Part 200 – Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards, Federal Acquisition Regulations (FAR), etc. Knowledge and understanding of applicable federal and state laws, rules, regulations, and theories and systems associated with procurement and contracting; public auditing policies; fund accounting principles, methods and applications; and contracting process associated with local, state, federal and other regulations. Knowledge of spreadsheet software to quantify and illustrate complex financial reports, comparisons, impacts, or projections. Knowledge of faculty or staff recruitment and human resources procedures.
ABILITIES & SKILLS: Must be a U.S. Citizen, a requirement of the Government security investigation to meet eligibility requirements for access to classified information. Ability to resolve wide ranging complex problems. Ability to analyze projections and expenditures for compliance. Ability to interpret and present information and ideas clearly and accurately in writing, verbally and by preparation of reports and other materials. Ability to establish and maintain effective working relationships with internal and external organizations, groups, team leaders and members, and individuals. Ability to lead subordinates, manage work priorities, and projects and manage employee relations. Ability to effectively conduct work remotely (e.g., telework) as applicable. Post Offer/Employment Conditions: Must be able to obtain and maintain a security clearance based on a tier-3 background investigation to access classified information. Must be able to complete the UH Information Security Awareness Training (ISAT) within two (2) weeks from date of hire, and re-certify every twelve (12) months.
PHYSICAL/MEDICAL DEMANDS: Ability to perform repetitive keyboard entry for twenty to forty (20-40) hours per week.
POLICY/REGULATORY REQUIREMENT: As a condition of employment, employee will be subject to all applicable RCUH policies, procedures, and trainings and, as applicable, subject to University of Hawai‘i's and/or business entity's policies, procedures, and trainings. Violation of RCUH's, UH's, or business entity's policies and/or procedures or applicable State or Federal laws and/or regulations may lead to disciplinary action (including, but not limited to possible termination of employment, personal fines, civil and/or criminal penalties, etc.).

SECONDARY QUALIFICATIONS:
Knowledge of UH and RCUH policies and procedures. Experience in financial management in a public institution of higher education with funding from Department of Defense sources with sub-recipient awards. Experience with the UH Kuali Financial System and the RCUH Financial and Human Resource System.
