Team Lead and Subject Matter Expert for a multifunctional team responsible for quality assurance of high-priority and complex Command, Control, Communications, Computers, Intelligence, Surveillance and Reconnaissance (C4ISR) technology projects such as the VIC-5. Maintain team focus on the design, integration and quality assurance of the telecommunications networks of C4ISR by being actively involved in the Integrated Defense Acquisition Process through all phases of Logistics Life Cycle Framework/Management. Follow a planned and systematic pattern of all actions necessary to provide confidence that adequate technical requirements are established; products and services conform to established agency technical requirements; and satisfactory performance is achieved. Develop plans and programs for achieving and maintaining product quality throughout the item's life cycle, monitoring operations to prevent production of defects and to verify adherence to quality plans and requirements, analyzing quality data to detect unsatisfactory trends or weaknesses in the quality/inspection system, interpreting and applying technical data such as blueprints, engineering drawings, product specifications and/or technical manuals. Experience with policies and procedures covering the Quality Assurance Program which requires knowledge of missions, objectives, quality assurance methods, procedures, principles, and practices. Serve as an advisor on projects to assure continuous refinement of the quality program in response to test results, processing problems or objective quality evidence. Skill in interpreting and applying product specifications, technical data, regulations, policy statements, and other guideline materials. Prepare all necessary correspondences, documentation, reports, briefings, etc. Assist in Quality Improvements in Statement Of Objectives (SOO) and Statement of Work (SOW), Quality Assurance Surveillance Plans(QASP), and sections L& M of SOW for different contractors. Experience in improving Army Regulation Documents using Quality Language, Oversight and Review, Contracting, Major products, Logistics and sustainment. Involved and currently working in IPT’s, CDR’s and FAT testing of product. Overlook, inspect and improve CDRL’s and specifications of programs, and involved in FAT specifications, and making sure contractor is meeting government requirements by checking against Military Standards and Federal Acquisition Regulations. Assist Program manager, in correlating requirements with Contractor for full rate production. Assist and construct Test Readiness Review Checklists. Also assist and participate in White Papers and Business Case Analysis for Supportability at Depot Level. Construct and review Quality Clauses for Contracts. Review and assess contractor quality assurance plans, requirement documents, and risk management plans; conduct periodic and comprehensive quality assurance audits and evaluations of quality control functions; and identify deficiencies and provide recommendations for process improvement to prevent and correct unsatisfactory conditions and elements that influence the acceptability of the end product. Serve as a technical expert on ITIL V3, ISO 20000, and other quality control related industry standards. Serve as technical liaison for quality assurance matters between audit teams and the Contracting Officer by monitoring the contractor's performance and delivery of final products and/or services. Present findings and recommendations on complex issues in accordance with GAGAS and professional standards. Construct and review PQDRs for contractor product quality. Knowledge and participated in Quality Manufacturing Readiness Assessments (MRA’s). Completed formal and informal classroom training, on-the-job training, and self-development training for Quality and Reliability Assurance provisions in Product Specifications. Trained and have knowledge of IUID, LOGSA, PEDRIP, ASSIST web sites. Involved in the analysis of appropriate levels of Quality Control Techniques for inclusion in contracts.
