Experience: Construction Manager for the construction of a $ 250 million offloading and docking facility for transport of LNG to the country of Kuwait. The project scope includes Two Gasport facilities with 1 High Pressure (HP) Gas Unloading Arm, 6 FMC loading arms, 3 Large MCC Equipment Rooms (200 tons ea.), 28 miles of wiring and Instrumentation, 3.5 Miles of 24 gas and BOG pipe, 1000 Meters of cryogenic (-196C) insulated pipe, and 3.5 Miles HP Gas Pipeline, Metering Stations, Control Building, and modification of in-plant control room to accept a completely new DCS system. Owner was KNPC - Mina Al Ahmadi Refinery. KNPC contacts:

Construction and Maintenance Manager for the front end engineering and offsite package for a new 36MM gal/yr. Biodiesel facility. The project scope included land acquisition, utility contracts, environmental permits, workforce requirements, raw material contracts and engineering contracts. (10/06 to 3/08)

Capital Projects for Lion Oil and Shell Global Solutions - S&B Engineering Houston, Texas
Provided contract engineering for the implementation of capital projects ranging from $ 1MM to $ 45MM. He was responsible for the preparation of the Basic Design Package, Basic Design and Engineering Package, Front End Development, Assurance Gate Reviews project study reports, and Authorization for Expenditure packages for Management Investment Committee submittals on several projects 8/2005 to 10/2006

Part of a team of Sr. Engineers responsible for implementing a program of reliability engineering assessment of operating facilities. The teams purpose was to assist plants in realizing higher productivity and quality with less downtime. The position included mechanical assessments on refineries, chemical facilities and power units. The expertise provided to the team was mechanical integrity assessment of rotating equipment, boilers, compressors, and etc. In addition he investigated maintenance cost associated with equipment and maintenance practices to determine a remaining life assessment of evaluated equipment. Project manager and construction manager for the installation of an in plant expansion. This project included conceptual design, detailed design and construction for the installation of 25 large pieces of process equipment, piping, electrical and instrumentation in an existing operating unit. The capital cost of this additional product line was $4 MM. 9/2000 to 10/2002

Principal project engineer for the project management of several significant projects at the Olin Facilities throughout the U.S. Some of the most notable projects in his 17.5 year career with Olin are as follows:
• Project Engineer and Start up Co-Coordinator for a $ 100 MM grassroots Luxate (Isophorone and Isophorone Diisocyanate) facility.
• Project Manager for a $ 35MM Co-Generation Facility
• Project Manager for a $ 43 MM DNT new technology grassroots facility.
• Project Manager for the Demolition of the 60 year old Sodium Nitrate Facility.
• Project Manager for the Excavation of 100,000 cu yds of hazardous waste on-site and building a hazardous waste storage facility to store and monitor waste. Project cost $ 18MM.
• Project Manager for over 100 fast track Turnaround Projects involving the following chemicals V Nitric Acid, Ammonia, Aniline, Chlorine, Phosgene, Toluene Diisocyanate, Toluene Diamine, Sulfuric Acid, Sodium Phosphates, Hydrochloric Acid, Caustic, Dinitrotoluene, Hydrazine and Ketazine.

Six years with Olin as an Engineering supervisor with the responsibility of directing a $ 45 MM capital budget. Supervising 3 project engineers, 3 senior engineers and 10 designers. This team had the capabilities of performing total in house engineering for the facility. 10/1982 to 4/2000

Project title was engineering / construction manager. This managerial position was responsible for the total co-ordination of construction activity, budget, t/a planning, and engineering civil/structural activities for a 45,000 b/d refinery. Involved in the manufacture of diesel, jet fuel, gasoline, kerosene, light fuel oil, and bunker fuel oil.

Gulf States Utilities Beaumont, TX. / Lake Charles, La. Job titles was a cost control engineer and construction superintendent.
Responsibilities included the evaluation and tracking of cost and spending on several EPC gas fired and nuclear generating facilities. In addition; a probabilistic cost study was done on the Riverbend Nuclear facility to help determine final cost. As a construction superintendent several projects were supervised at the Nelson Generating Station. Most significant of these projects was construction of a $ 5MM demineralized water plant and the pre-construction setup for a $400 MM dollar coal fired facility. 1978 to 1980.
