Objective:
To obtain an Importer Compliance management position utilize my experience in International imports, Customs Brokerage, Importer Compliance, and  Business management.


Experience:
November 1996 to PresentOwner/PresidentFrayer International Freight Services, Inc.In 1996, after having worked , in the Customs Brokerage field, for ten years I decided to advance my career by starting and running my own  Customs Brokerage firm.  I obtained a Corporate license and a local permit and filed my first entry , as an independent, in January of 1997.  I have ran my own Customs Brokerage firm for the past twelve years.  I performed all Import and Customs Brokerage procedures while overseeing up to three employees.  I performed all of the accounting  responsibilities including payroll.  I took care of all post entry audits to insure Customs Compliance.  We did the brokerage for most of  the Freight Forwarders who did not have Customs Brokerage in their local offices creating strong relationships with all of them.  I am very familiar with  how  most of the freight forwarders operate in regards to their rates and the services they provide making it possible to work with them to get the best rates and services needed to complete a specific job benefiting the interest of my company.  We oversaw a large account for the entire twelve years where we filed multiple entries for them daily utilizing the Quota/Visa  procedures  and arranging for all of their container and LCL deliveries to Oklahoma which were daily moves and  most times included multiple container moves by appointment only.April 1996 - November 1996Import ManagerYusen Air & Sea Service, Inc.Managed and provided guidance to the Customs Brokerage department.  Provided solutions to logistics and entry issues.  Devised and maintained the clearance  process to ensure customers receive cleared freight efficiently.  Process a variety of different entry processes from temporary Importations under Bond, North American Free Trade Agreement entries, Quota/Visa entries, Anti-Dumping entries, and Department of Defense entries.  Create classification data base for all existing customers as well as insured that customers were being compliant with all U.S. Customs Regulations.January 1986 - April 1995Import SupervisorOwens International Air, Inc.Started as an Import agent right out of high school as an entry writer.  I learned all aspects of imports and Customs Brokerage including the implementation of the Automated Brokers Interface system (ABI).  I also performed all billing and breakdown of multiple line entries.  While employed I applied for my Customs brokers license in 1994 without having to attend any brokerage training courses.

I currently have 22 years experience in  Customs Compliance, Import  logistics, International Trade, and Importer Compliance.  I have worked with and have an  in depth knowledge of the Harmonized Tariff Schedule and Customs Federal Regulations.  I have worked with the various International trade agreements such as, the North American Free Trade Agreement (NAFTA), the General System of Preference (GSP), Caribbean Basin Economic Recovery Act (CBERA),  African Free Trade Agreement (AGOA), and the United States-Israel Free Trade Area Implementation Act of 1985.  I also have experience filing Post Entry Adjustments (PEA), Customs Protests, Prior Disclosure, and Customs Classification Rulings.  I have worked exclusively one on one with U.S. Customs and Border Protection, U.S. Department of Agriculture, and the Food and Drug Administration  developing a strong relationship with all of them.  For the past twelve years I owned and operated , Frayer International Freight Services, Inc., an exclusive Customs Brokerage firm dealing with all Import Customs issues as well.  I oversaw all aspects of the business from Customs Compliance, Customs Entry  writing, classification of thousands of commodities, post entry audits, accounts payable, accounts receivable, and all freight forwarding issues both domestic and international.
