Employment is contingent upon contract award.
The Program Chief Engineer will serve as the Technical Authority for the Program.
The Program Chief Engineer has prior experience playing critical leadership roles on work performed for the US Army, for system capabilities at both the Classified level (Secret/ SIPRNET) and the Unclassified but secure level (such as NIPRNET and SBU). Either holds or has previously held a DoD Secret.
Has a wide range of prior experience successfully performing or supervising complex network engineering, infrastructure support work, system monitoring, cyber security engineering, planning for and implementing new system upgrades, overseeing deployment of new capabilities either under a DevOps or non-DevOps model. Able to prepare multi-year System Engineering plans. Able to supervise and plan for both routine IT support work and higher end modernization/tech refresh/innovation related work.
Able to manage a team of talented technical people, hold review forums, and ensure problems are resolved. Able to plan for technical refresh or innovation in an incremental but effective manner. Able to communicate pleasantly with the customer, company management, and all technical staff members. Able to read, write, and review complex technical reports. Able to enforce good engineering discipline and review over the technical content of the work being performed. Able to gauge and address technical risks.
Able to ensure that systems function efficiently, that network and communication connectivity is established and maintained for all users. Able to keep current on new developments for all assigned areas, including continually performing feasibility studies on how new products, technology and practices would fit into the existing system/WAN/LAN infrastructures and develop well-founded implementation plans for the changes/upgrades needed.
Education and Experience
*Bachelor's Degree in a technical field from an accredited college or university required
*Master's Degree is desirable
*ITIL v3 certification required
*Additional technical certifications, preferred
*At least 20 years of experience working with system engineering, system administration, LAN/WAN infrastructure, network administration, and cyber security experience required
*Experience supervising network engineers, cyber security engineers, test engineers, and other technical staff
*Experience working with and communicating well with help desk or service desk staff members. Experience supervising or reviewing the work of staff working to resolve Tier 2, 3, and 4 issues.
*Experience tracking trouble tickets and customer-experienced complaints as an impetus for taking engineering action
*Experience diagnosing problems, troubleshooting, and determining the state of network hardware devices to include routers, switches, firewalls and servers
*Experience reviewing cyber security vulnerability and resolution plans.
*Experience troubleshooting technical issues that have been escalated to Tier 2 and Tier 3 support in an extended-day or 24×7 hour operational environment
*Organized, timely, and customer service oriented
*Ability to work well both independently and in a team setting
*Able to participate successfully in Orals and inspire confidence with the client
*Adaptability, flexibility, and ability to deal with ambiguity and change
*Uses a Systems Engineering Approach to system planning, and problem diagnosis and resolution
*Excellent oral and written communication and customer service skills
*Excellent attention to detail and good analytical skills
Additional requirements as per Client/Contract requirements:
*Must be U.S. Citizen
*Must be able to be cleared to the DoD Secret level
*Current DoD Secret is preferred
*Prior US Army program experience is REQUIRED
*Other prior DoD or DISA experience, is desired
*Previous experience having successfully served in a chief engineer role, is preferred
*Ability to lift or carry objects up to 10 lbs.
*Work is performed in an fast-paced office environment
