Job Description:

Jacobs is looking for talented individuals to join our team at Intelligence Electronic Warfare Test Directorate (IEWTD), Operational Test Command (OTC) in support of United States Special Operations Command (USSOCOM) Special Reconnaissance Surveillance and Exploitation (SRSE) customer test.

The primary focus of this task order is to provide USSOCOM with customer test services in accordance with USSOCOM Directives.

The job responsibilities include task management, administration, T&E functions, technical report writing, and effective communications with the customer base. The task lead must understand task order financial management, task order funding requirements, and daily/weekly reporting requirement to both the external and internal customer. The task lead will be responsible for advisement on the design of testing, capable of executing the test, be able to collect and analyze test data, and interpret test results for the customer. the task lead must have knowledge of the type of systems under test (SUT) and evaluation and must understand the operational employment of the SUT's.

Performs analytical work in support of testing and evaluation of Hostile Forces Tagging Tracking and Locating systems, Blue Force Tracking systems, Tactical Video Surveillance systems, and Special Communications Enterprise systems. Interprets and implements customer provided concepts of operation (CONOPS), Capability Production Documents (CPD), Capability Development Documents (CDD), and Security Classification Guides (SCG). A T&E Specialist follows and applies common T&E processes that include identify requirements, verify user needs, develop evaluation approach, collect data, analyze data, and report on findings. Analyzes and evaluates SRSE system Suitability, Effectiveness, and Survivability. Implements data collection procedures that involve Test Incident Reports, RAM data, and system generated log files. Must be able to review, analyze, and interpret data that is unique to each SUT.

Relies on manual methods and automated test tools to execute the operational assessment and collect data. Must provide leadership for a team of up to 10 contractors. Inspects, tests, and measures data that is produced or consumed. Must be able to document, notify, brief, and discuss results. Records all initial findings and documents final test results in a designated Operational Test Report. Accounts for anomalies and errors found in testing, notifies customers and management, and may help analyze and/or correct problems.

Education and Experience:

Requires a Master's degree and at least 8 years of experience or a Bachelor's degree with at least 10 years of experience.

One year of experience can be substituted by 15 semester hours completed towards a Master's degree. The degree must be in a relevant technical curriculum and experience must be related to the job duties.

  • Requires at least 2 years of experience with BFT, HF-TTL, TVS, and SCE systems.

  • Requires at least 2 years of USSOCOM SRSE system experience.

  • Four years of Certified US Army Operational Test Officer experience can be substituted for four years of educational requirements.

  • Each relevant certification can be substituted for 1 year of experience.


  • Technical Report Writing in accordance with the community standard for test and evaluation of DoD systems

  • Working knowledge of US Military Command and Control Systems

  • Working knowledge of Intelligence, Surveillance, and Reconnaissance Systems (ISR) and Technical Collection Capability (TCC) family of systems that support US Military Operations

  • Working knowledge of Test Readiness Review procedures

  • Working knowledge of New Equipment Training (NET) processes and procedures-how to administer questionnaire surveys

  • Working knowledge of Test Plan development and execution

  • Ability to present and brief technical information to all participants and customers associated with task order execution

  • Candidates must be eligible for Top Secret SCI Clearance at time of hire.

Essential Functions

Work Environment

Generally an office environment, but can involve inside or outside work depending on task. An inside environment may be a cubicle (considerations: close quarters, low to moderate noise, bright or dim lighting). Outside work may include various environmental conditions including warm and cold climates. Needs to be able to work well with co-workers, customer, and all levels of management. No hazards on job or unusual environmental conditions. Work site is located on Ft. Huachuca, AZ.

Physical Requirements

Light- Work usually requires standing or walking to a significant degree. Exerts up to 20 lbs. of force occasionally or up to 10 lbs. of force frequently to move objects.

Equipment and Machines

Ability to operate office equipment such as a personal computer, printer, copy machine, telephone, fax machine and other equipment including desk supplies and other work related tools as required


Regular hours will be between Monday - Friday 7:00am - 4:00pm. Punctuality and regular attendance are critical and necessary to meet deadlines. Must exhibit flexibility of work hours to adjust to surge situations based on critical mission requirements.

Other Essential Functions

Must demonstrate professional behavior at all times when dealing with customers, management and co-workers. Must have clear, concise and accurate communications skills in English, both verbal and written. Grooming and dress must be appropriate for the position and must not impose a safety risk to employees or others. Must maintain a positive work atmosphere by behaving and communicating in a professional manner. Independent personal transportation to office or work site is required. Travel to and from customer's locations and the test fields may be required to support projects. This may involve airline travel. In some cases, accommodations can possibly be made for POV, if necessary. When operating any vehicle for work purposes, must wear seat belt and in addition, no cellular devices are to be used when vehicle is in motion. Must pass drug screen.
