Our client is seeking a Programmer Analyst to assist with the implementation, enhancement and maintenance of planning and land development applications, and administration and maintenance of the FileNet Document repository to support the Planning Department's five divisions.


This position requires professional analysis, application configuration, and programming work at an advanced level. Under direction, the employee will apply programming and system analysis standards, methods and techniques to design, develop, install, maintain, debug and configure and/or customize applications on various hardware and software platforms. The work involves: providing support to users by resolving software problems and meeting requests for upgrades and enhancements; analyzing and documenting requirements; working with contract programmers to assist with the design and enhancement of software applications; designing, developing and administering databases and software including FileNet, Datacap and Content Navigator; integrating various hardware and software platform products and data sources to accomplish a business process; and installing, testing and evaluating new systems. The Department will also likely be implementing a COTS solution for development tracking and permitting related applications. Support for conversion of the existing data and implementation of the new applications will be a key job responsibility.

The desired candidate will plan, coordinate and monitor the design, development, and implementation of application systems and/or databases with staff and vendors/contractors. A Programmer Analyst III will lead projects involving analyzing and developing departmental applications and administration of the FileNet digital document repository. The work will be spread between analysis, development, and maintenance tasks and will require initiative, self-direction, and leadership of other, less experienced workers.

Examples of Important Duties:

  • Work with Department users to identify key enhancements to existing Department systems such as DAMS (Development Activity Monitoring System). Act as a liaison between contract programmer and users to design, develop, and test system enhancements and implementations.

  • Administer FileNet digital imaging software; facilitate digital imaging software upgrades; process user set up and file requests; troubleshoot connectivity and backup issues; establish new document case types and indexes; build Content Navigator templates.

  • Serve in a lead role in facilitating various scanning projects within the Planning Department including working with vendors, assessing user needs, reviewing documents, conducting quality control checks, and loading files into FileNet.

  • Responsible for systems administration within the Department including user account creation and maintenance at the application level, troubleshooting, querying, ad-hoc reporting, and performance monitoring.

  • Manage FileNet support contract for content and renewals; provide support for HP contract renewals.

  • Involvement in the implementation of a new cloud-based back-up and public access strategy for our FileNet imaging system.

  • Provide programming and application support to the Department for software such as Oracle Client, SQL, Crystal Reports; install, test, document processes, and provide technical assistance.

  • Act as a back-up to the Oracle Database Administrator; perform periodic maintenance and quality control to verify integrity of the database; maintain user accounts and access rights.

  • Participate in systems development including: performing user requirements and needs analysis to determine the feasibility and appropriate type of computer related assistance to support a variety of planning areas; develop system specifications based on user needs; make recommendations for hardware/software purchases.

  • Provide technical consultation to Department staff; train users in the capabilities and use of systems.

  • Coordinate, supervise, or administer the work of consultants/contractors; work with vendors/consultants to support third party applications.

  • Provide support to users; resolve software problems; respond to requests for customized reports, enhancements and upgrades; establish, implement and follow industry and organizational standards for quality control to ensure accuracy and completeness of work performed.

Must Haves:

  • Bachelor's degree in computer science or related field;

  • Four years of experience in applications support and development; a master's degree in computer science or closely related field can be substituted for two years of experience.

  • An equivalent combination of education and experience.

  • Strong computer skills in complex databases (Oracle, SQL, C#, VB.NET, ASP.NET, MVC, Web API), project management tools, GIS, and Microsoft Office Suite.

  • FileNet experience and certifications

  • Strong communication and interpersonal skills, and a strong customer service ethic are required for this position.


  • A Master's Degree in a preferred related field including computer science, information management, planning, or any other related field that demonstrates the necessary skills to accomplish the important duties outlined in job description.

  • Knowledge of one or more of the following applications is preferred: Document imaging and scanning (, Datacap, Content Navigator), Crystal Reports, and/or electronic plan submission and review software

  • Experience with state and local government systems and applications.

  • Experience with work order management, permitting systems, land records applications, or development activity and monitoring systems (e.g. Hansen, InFOR, Accela, Cityworks, etc.)

  • Professional certifications.
