Job Description: Provides leadership and direct supervisory services for up to twenty-five Time Administrators located at State Supported Living Centers (SSLC) and State Hospitals (SH) across the state. The Time Administrators perform mission critical work in the collection and entry of time to support HHS employees pay and leave. Hires, approves time and evaluates performance of staff. Performs complex managerial work and oversight as liaison between SSLC and SH facility leaderships and the HHS Payroll Time Labor and Leave office. Instrumental in developing and ensuring policies and procedures are executed with uniformity at all facilities. Work involves developing guidelines, policies, procedures, and schedules. Coordinates and conducts training of new staff and ensuring back-up coverage for time administration functions between facilities. Evaluates regional budget expenditures and ensures budget is reconciled monthly to stay within targeted goals. In addition, responsible for managing two or more functional areas within the Payroll Time Labor and Leave office (e.g., payroll production, consolidated payroll entry, cancellations/reissues, garnishments, managing overpaid conditions, time labor and leave exceptions, extended sick leave/sick leave pool, internal/external audits/investigations, letters of authorization for prior period payments, reinstatements, grievances, and/or 941 processing). Works under general supervision, with moderate latitude for the use of initiative and independent judgement. Essential Job Functions: 40% Provides oversight and direct supervision, training, and support for up to twenty-five Time Administrators at State Supported Living Center and State Hospital facilities located across the state. Serves as liaison between facility leaderships and HHS Payroll and Time Labor and Leave leadership to ensure accuracy of employee time records and pay. Establishes performance goals for Time Administrators and monitors productivity to ensure payroll deadlines are followed, and addresses performance issues with staff as appropriate.
25% Manages production support of two or more payroll and time labor and leave functions. (e.g., payroll production, consolidated payroll entry, cancellations/reissues, garnishments, managing overpaid conditions, extended sick leave/sick leave pool, time labor and leave exceptions, internal/external audits/investigations, letters of authorization for prior period payments, reinstatements, grievances, and/or 941 processing).
10% Plans, develops, and implements HHS system objectives and initiatives as directed by the HHS PRTLL Operations Manager. Develops and establishes HHS policy and provides policy interpretation and education to internal and external customers.
10% Evaluates and monitors budget requests and expenditures to ensure department stays within appropriations for each fiscal year and meets targeted fiscal goals.
10% Provides system analysis and testing of the Centralized Accounting Payroll Personnel System for all enhancements and incidents as directed by the HHS PRTLL Operations Manager.
5% Develops and provides training curriculum for HHS system employees and managers.
