Job Description:

The PFA/PM works to improve overall project and financial management for Ipas Latin American regional and country programs. The PFA/PM should be passionate about contributing to improving access and use of safe abortion and contraception for women and girls around the world, love numbers and working with data, and be curious and confident about the LAC program. The PFA/PM has diverse award management responsibilities with a focus on financial management. The PFA/PM supports good award management practices and provides financial analysis and financial management support for various levels of staff in the LAC program. S/he serves as a liaison between the program support team in North Carolina, the country / regional teams, and other NC teams, such as the Finance team. The PFA/PM is responsible for reviewing donor reports with an emphasis on financial reports, supporting compliance with Ipas policies and donor agreements, and supporting strong financial management of all awards. S/he supports in-country managers with award management resources and problem-solving assistance and will track award results (programmatic and financial) at the LAC portfolio level. The PFA/PM stays informed of key program performance issues and serve as a communication conduit. The position requires flexibility, strong organizational skills, and a willingness to assume varied duties.


Financial Analysis and Management



  • Ensure standard award and LAC portfolio financial tracking tools and reports are available, updated, and used

  • Assist in monitoring expenses across the LAC portfolio; Help award managers identify and correct any accounting errors

  • Recognize and raise financial performance issues; Coordinate responses

  • Support country / regional teams to ensure they comply with Ipas financial policies and procedures (and update them as needed)

  • Support proposal budget development and award budget development, and assist in responding to donor questions

  • Work to improve accuracy, reduction of losses, efficiency, and good stewardship of funding, as part of the budgeting process

  • Review donor financial reports (generated by country /regional staff) prior to submission

  • Ensure a quarterly analysis and review of key regional financial indicators and trends (the quarterly financial dashboard)

  • Provide specialized supplemental financial analysis as needed by the PST leadership, country/regional leadership or award managers

  • Work with PST leadership to develop, manage and update the LAC annual operating budget

  • Support and strengthen financial management capacity for PST and regional/country staff in collaboration with NC Finance

  • Coordinate selected finance initiatives with the NC Finance team



Award Management support



  • Ensure award management tools are available (in Spanish) and support regular reviews (e.g., workplans, budgets, monitoring tools)

  • Contribute to improved staff time planning and tracking (Level of Effort Management)

  • Provide support to country/regional teams in priority award management areas, including risk mitigation

  • Advise PST leadership of significant program management issues that impact results and Ipas operations

  • Support award managers to develop strong donor reports and share progress, achievements, lessons learned internally and externally

  • Support country/regional teams to ensure compliance with Ipas and donor policies and procedures (including donor contractual requirements)

  • Represent country /regional team interest with North Carolina departments (e.g., streamline demands and eliminate unnecessary processes)

  • Conduct short term technical assistance visits as requested by the country/regional teams




Requirements



  • Master's degree in a relevant field (MBA, Accounting) strongly preferred; however, a Bachelor's degree and equivalent experience may suffice

  • At least two years relevant work experience, in award management and financial management

  • Ability to communicate complex financial activities and present to a large and diverse audience with varying financial knowledge

  • Fluent in English; Strong verbal and written in skills in Spanish preferred

  • Enjoyment of Excel and all of Excel's functions, formulas, v-look ups, pivot tables, etc.

  • Passionate about working on international sexual and reproductive health issues, including safe abortion and willing to work hard to make a difference in the lives of those we serve

  • Ability to work in a fast-paced team environment, work well with a diverse team, perform a variety of tasks on short notice, and keep cool under pressure

  • Experience and expertise in problem solving

  • Attention to detail, with a focus on quality and consistency
