The Department of Public Health is currently recruiting for a Contract Public Health Lab Director who plans, organizes and directs the operations of the San Bernardino Public Health laboratory, a high complexity and bio-terrorism response reference laboratory certified by the state and federal Clinical Laboratory Improvement Amendments (CLIA) 88 regulations. Work involves program planning and development; determining objectives; preparing, justifying and managing program budgets; and effective use of financial, material and human resources. Work includes providing laboratory support to various clinical, medical and environmental management programs and projects; implementing policies and procedures to comply with federal and state laws and regulations; and clinical and technical consultations in the interpretation of laboratory results and disease diagnosis.


-Recruitment Bonus - Payments up to $2,000 for newly hired employees from this recruitment upon meeting eligibility criteria.

CONDITIONS OF EMPLOYMENT

*THIS IS A CONTRACT POSITION, WHICH DOES NOT GAIN STATUS AS A REGULAR COUNTY EMPLOYEE AND IS AT WILL. The incumbent hired for this contract position may work flexible hours, including the opportunity for a part-time schedule. In the future, there will be opportunity for a full-time, regular status position, and a new recruitment will be conducted at that time. Background: Applicants must pass a background investigation, including fingerprinting, prior to appointment.

Travel: Travel throughout the County may be required depending on assignment. Employees will be required to make provision for transportation (mileage reimbursement at current IRS rate is available). At the time of hire, a valid California Class C driver license and proof of automobile liability insurance must be produced for the individual providing the transportation.

Schedule: Applicants can choose between full and part-time schedule options. Occasional weekend or evening work may be required.

Out-of-State Applicants: This classification requires a valid Public Health Microbiologist (PHM) certificate issued by the California Department of Public Health (CDPH), Laboratory Field Services (LFS). Applicants must meet the following requirements to be admitted to the examination process.

CA State Requirements: Valid PHM Certificate
-Earned doctoral degree 1 year postdoctoral training in medical and public health microbiology in a laboratory acceptable to the department OR
-Baccalaureate in microbiology 6 months experience or training equivalent to approved PHM training program {17 CCR 1079 (a) and (d)(1) and (2)}. Out-of-state applicants are encouraged to contact AAB PHM for requirements.

Job Requirements:
Minimum Requirements:
Possession of a valid Public Health Microbiologist (PHM) certificate issued by the California Department of Public Health (CDPH), Laboratory Field Service (LFS); AND, at least four (4) years of full-time equivalent public health laboratory work, with two (2) years of full-time equivalent supervisory experience over others performing high complexity testing; AND qualify to be a laboratory director over high-complexity testing as written in 42 CFR 493.1443: Clinical Laboratory Improvement Amendments of 1988 (CLIA) requirements.

-AND-

One of the following options:

Option I: Possession of a doctorate degree in microbiology, biological, physical, chemical, or clinical laboratory science from an accredited institution and board certification by a board approved by the U.S. Department of Health and Human Services (HHS) and continued certification by a board approved HHS.

Option II: On or before February 28, 1992, experience serving as a Laboratory Director or could have qualified as a Laboratory Director under regulations at 42 CFR 493.1415, published March 14, 1990 at 55 FR 9538 OR on or before February 28, 1992, be qualified under State law to direct a laboratory in the State in which the laboratory is located.
