4. Ensures integrity of task analysis, training requirements, training hierarchies, instructional materials, and evaluation plans.
5. Designs and develops computer based training, web-based training, electronic performance support systems and other technology-based learning solutions.
6. Develops flow diagrams and story boards.
7. Designs instructionally sound lessons in a variety of delivery media.
8. Interacts with customer and subject matter experts to ensure technical accuracy of instructional content.
9. May provide guidance and work leadership to less-experienced personnel.
10. Maintains current knowledge of relevant technology as assigned.
11. Participates in special projects as required.
Curriculum Developer (CD) shall have the requisite knowledge and experience necessary to Design and Develop curriculum for ILT, ILE and IMI training, including: analyze, design, develop, produce, and provide instructional material for promulgation in a systematic manner using Authoring Instructional Material (AIM) II and Content Planning Module (CPM)/AIM Learning Object (LO) Module programs, or legacy systems.
Select instructional media, materials, and equipment best suited to meet learning objectives.
Plan and accomplish production of all instructional materials. Identify the relationship between training deficiencies and training system modification requirements.
Shall write training materials, including tasks, learning objectives, format, organization, content, lesson maps, instructional strategies, methodologies, learning events and activities, test items, interface design and controls for Interactive Multi-Media products.
Develop video and audio scripts, storyboards, graphics, and data files.
Develop lesson plans, exercise controller guides, on-the-job training handbooks, and student materials including information sheets, diagram sheets, job sheets, assignment sheets, problem sheets, and outline sheets.
Plan, develop, and review objectives, content, methods, resources, and procedures of evaluation in an unbiased way.
Develop testing instruments to pretest learners' previous learning levels; measure cognitive/psychomotor/affective domains and performance accomplishments during formative and summative evaluations; test achievement at the end of a course of instruction.
Develop testing plans, test administrator's guide, test question spreadsheets (typically Excel formats) for import to CeTARS, and a cross reference list of test items and related learning objectives. Assist in formative and summative evaluations and in applying the findings for improving training and instruction, ensuring all instructional Metadata is implemented.
Bachelors Degree in Education or a related discipline, or equivalent work experience as a curriculum designer or developer.
5-8 years of related instructional development experience.
This position requires an active Secret clearnce held in JPAS.
Experience performing all aspects of training system analysis and design, leading a multi-disciplinary training design implementation team. Contractor personnel shall be knowledgeable in the use of NAVEDTRA 130 (series), knowledgeable of NAVEDTRA 132 (series), 133 (series), 134 (series), 135 (series), 136 (series), NAVEDTRA 137 (series) and NETCINST 1510.3(series). Curriculum Developers shall have experience with Authoring Instructional Material (AIM) II and Content Planning Module (CPM)/AIM Learning Object (LO) Module programs on standalone and server based centralized versions. Experience with WEB based collaboration tools (i.e. Webex, GoToMeeting, DCD, etc.) and SAKAI systems is highly desirable.
Should have a minimum of six (6) years' knowledge and or experience with Naval Construction Force (individual or multiple NCF officer and enlisted ratings and functional areas: Civil Engineering Corps, Steelworker, Builder, Equipment Operator, Engineering Aide, Construction Mechanic, Utilitiesman, and Construction Electrician; Disaster Recovery and Underwater Construction functional areas).
In addition to the aforementioned, the following specific qualifications are required:
The Curriculum Developer (CD) will be assigned to the Naval Civil Engineering Corps Officers School (CECOS) learning site and will work onsite at the Center for Seabees and Facilities Engineering (CSFE) in Port Hueneme, CA. The CD will be responsible for the day-to-day oversight of assigned functional areas to coordinate and manage the development and maintenance of curricula and to ensure schedules and standards are met. Responsibilities may also include individual production work, such as test development or minor course updates.
Excellent written communication skills are a requirement of employment.
Candidate must be a US citizen with a qualifying background investigation (NACLC or higher) within the last 10 years to meet eligibility requirements for an IT Level II Common Access Card (CAC).
Must be able to work independently with minimal supervision.
This position will be on an alternative work schedule (9/80).
