CLAW/IRES. The Overhead Persistent Infrared Consolidated Lab (OCL) Manager will support the Missile Defense Agency with work at Schriever AFB, CO. The OCL Manager will support the installation/initial stand up of the OCL, application development process, and maintain a co‐ operative/collaborative environment for multiple partnered defense contracting companies. The OCL Manager will lead a small but diverse team of IRES employees (System Admin, Network Engineering, Architecture, Test control, etc.), as well as integrate with other government and contracting teams. Other responsibilities include working with internal business partners to gather requirements, prototyping, architecting, implementing/updating solutions, building and executing test plans, performing quality reviews, managing operations, and triaging and fixing operational issues within the OCL. The OCL Manager must be able to adjust to constant business changes including new requirements, evolving goals and strategies, and emerging technologies. The OCL Manager must be able to interact, develop and communicate collaboratively at the highest level with clients, vendors and partners at all levels of a professional organization.
Basic Requirements: The ideal candidate will have at least a High School diploma (or GED) with 12 years general experience and/or an Associate's degree with 10 years general experience and/or a Bachelor's degree with 8 years general experience; must include 6 years directly related experience and 3 years in management or leadership roles along with 5 years specialized experience with OPIR, SBIRS or related Missile Defense technology.
Candidate must possess an active DoD secret clearance. Must be able to demonstrate ability to analyze and interpret complex problems and processes, identify and understand requirements, and develop alternate solutions. Strong troubleshooting and problem skills. Strong public speaking to include small briefings to very large conference level venues. Candidate should be able to pioneer/shepherd new ideas and concepts, from infancy to a delivered product or functionality.

Desired Requirements: Possess strong analysis, managerial experience, and recent/extensive OPIR experience. Very strong collaboration experience between organizations up to and including the national level. Experience with inter‐contract disputes and settling of interpersonal issues. Experience with standing up a new organization, and building/modifying agreements between organizations. Experience with developing Tactics Techniques and Procedures (TTPs) or work‐arounds for known issues. Ability to speak clearly and concisely to Senior Leaders for decisional or informational briefs. Experience with engaging with customers to clearly identify mission needs.
