Job Description:
OCSD is currently looking to fill the role of a Security & Emergency Planning Specialist.
Under general direction, the Security & Emergency Planning Specialist coordinates and oversees activities in support of District-wide emergency planning and response programs including developing, implementing, administering, and evaluating programs, policies, and procedures; oversees the work of consultants and contract security personnel in the implementation and administration of an integrated and emergency response systems, additionally this position will have oversight of the security programs and contracts. Specifically, this person will be responsible for ensuring compliance with appropriate emergency planning practices and regulations by leading in the development and maintenance of comprehensive emergency planning strategies and programs designed to minimize the risks of personal harm, property damage, and loss to District assets; oversees consultant and contract security services on a day-to-day or project basis. This person will lead in the development & maintenance of the District's Integrated Emergency Response Program (IERP), including updating changes to reflect regulatory requirement and coordinating training and annual drills. Additionally, this position will participate in the Emergency Operations Center (EOC) readiness activities, serve as the OCSD representative with the California Emergency Services Association (CESA), work with all departments on the Continuity of Operations Plan (COOP), and develop tabletop emergency preparedness exercises. This individual will coordinate with OCSD's operating departments, local and/or regional law enforcement, fire protection, security, and mutual aid agencies/groups in defining short-term and long-term emergency response and security needs, priorities and protocols; represent the District with outside agencies and regulatory entities; coordinates program activity; develops interagency mutual aid agreements; communicates and shares information to improve/ensure compliance; participates on various committees and teams. In addition, this person will prepare building evacuation plans; respond to calls for assistance; conduct post-disaster/drill evaluations; develops post-incident action reports and recommendations to improve response readiness and tactics. Other duties include performing work of a highly specialized nature requiring the ability to use independent judgment and personal initiative; preparing clear and concise reports, training, outreach materials, correspondence, policies, procedures, and other written materials; maintaining confidentiality with critical and sensitive information, records, and reports; and performing related duties as required.
Job Requirements: The successful candidate will possess a Bachelor's degree from a college or university which is accredited by the US Department of Education, with major course work in business or public administration, criminal science, engineering, one of the sciences, or a related field. Five (5) years of increasing responsibility for security, loss control, emergency response and planning, or related experience is required. Knowledge of Federal, State, and local laws, codes, ordinances, and procedures relevant to area of responsibility are necessary. The ability to communicate clearly and concisely, both verbally and in writing is required. Possession of, or ability to obtain, a valid Certified Security Professional certificate, and Certified Protection Professional (CPP) is desirable. Current course completion certificate for Incident Command (100, 200, 400, 300, and 700), Standardized Emergency Management System (SEMS), or National Incident Management Systems (NIMS 800) is highly desirable. Certified Emergency Manager (CEM) is desirable. Possession of, or ability to obtain, a valid California Driver's License by time of appointment.

All employees contribute to the Orange County Employees Retirement System (OCERS).
