The Financial Services department is responsible for recording, reporting and accounting for cash flow transactions. This department has key roles and responsibilities, including accounts receivable, support of purchasing services, financial reporting, and maintaining financial records and controls. We strive to provide excellent service to all students, staff and community.

Under the Director of Financial Services, this position provides administrative support in the area of fiscal management and performs specialized fiscal tasks in support of the Financial Services department. Responsibilities include but are not limited to purchasing and procurement functions. This position maintains established financial and data spreadsheets and prepares/compiles daily, monthly and yearly fiscal reports.

Essential Functions:
• Preparing field orders and annual orders, including change orders; determining appropriate procurement method and applicable contracts; verifying calculations, account structures; numbers, vendor numbers, sales tax, and supporting documentation
• Exercising authority to independently make decisions with significant fiscal impact; determining appropriate course of action/procurement methodology, including but not limited to: competitive bids, sole source acquisitions, request for bid proposals or direct negotiations; originating and finalizing competitive solicitation documents for long term agreements and/or one time purchases; monitoring sustainability programs and developing strategies for improving sustainable practices
• Placing online or telephone orders with procurement cards; reconcile, balance, and prepare monthly credit card statements for procurement and corporate cards; resolving disputes and addressing instances of external fraudulent activity
• Preparing, auto-signing, and matching checks for accounts payable, refunds, and employee reimbursements
• Responding to telephone calls, voice mails, and e-mails from vendors and campus personnel; perform research of issues as necessary
• Asset tracking and conducting physical inventory
• Performing other duties of a similar nature and level as assigned


Job Requirements:
REQUIRED EDUCATION & EXPERIENCE:
• Bachelor’s degree in business administration, procurement, logistics, or supply management OR Associate’s degree in business administration, procurement, logistics, or supply management OR related professional certification
• Three (3) years of full-time experience as a purchasing professional OR equivalent experience

KNOWLEDGE OF:
• Microsoft Office applications, especially Excel, Outlook, Word, and 10-key by touch
• Accounting and fiscal recordkeeping principles, particularly processing vendor payments
• Applicable rules and regulations as they relate to expenditures for goods and services and employee reimbursements
• Office of Financial Management's State Administrative and Accounting Manual
• State Board for Community and Technical Colleges' Fiscal Affairs manual
• Washington State Purchasing Manual/Purchasing rules and regulations

SKILLS AND ABILITIES:
• Contributing to equity and inclusion by fostering a climate of multicultural understanding and awareness
• Effectively employing automated procurement systems
• Developing and leading user committees that aid in development of contract specifications or contract dispute resolution
• Preparing and interpreting complex contract specifications and award criteria
• Analyzing bids or proposals submitted by suppliers and determine award
• Preparing and conducting individual and group training sessions
• Creating and manipulating spreadsheets, using mathematical formulas to calculate data, linking worksheets, importing data from other sources, filtering lists
• Establishing and maintaining effective working relationships with suppliers, customers, employees, and the public
• Technical proficiency using administrative computing systems and processes
• Time management, multitasking, and coordinating work outcomes/activities with multiple partners
• Effective professional communication (both oral and written) including complex department policies and procedures
• Ability to work under pressure with frequent in-person interactions and numerous interruptions
• Ability to travel domestically 1-2 times a year for work-related functions with prior notice.
