Provides business development activities including opportunity discovery, qualification, pursuit, and proposal support as a subject matter expert in the security and cybersecurity U.S. Government markets. Conducts meetings with potential customers to understand and shape emerging requirements, establish solid rapport, and improve Parson's Pwin for the assigned pursuits. The Business Development Manager is responsible for increasing Parsons role in existing and adjacent markets associated with Security & Cybersecurity both domestically and OCONUS. Plans, coordinates, and executes on business goals and devises the necessary methods to accomplish them; develops in-depth knowledge of client objectives, contract terms, and corporate policies. Should be familiar with security integration, best practices of engineering/technical aspects, as well as procurement and construction activities. This level of Business Development Manager typically manages business pipelines up to $100 million in total contract value annually.


Acts as the Company representative with the client and selected subcontractors. Negotiates RFP requirements with the customer favorable to Parsons. Markets and secures additional work with client. Responsible for following up on instructions and commitments associated with the assigned opportunities.

May participate in negotiations with regulatory agencies and in public meetings in support of clients and opportunities.

Oversees establishment and execution of Capture Plans, Gap Analyses, and other business pursuit documents as required.

Reports on all activities directly to the Vice President of Capture Operations.

Plans and participates in internal meetings, briefings, and business review sessions related to specific opportunities.

Supports, plans, directs, and documents the execution of all business, technical, fiscal, and administrative functions of the assigned business opportunities.

Mobilizes company resources, through liaison with support departments, other offices, or subsidiaries, to create capture teams capable of completing effective, quality work. Discusses the qualifications required of the key project positions in specific detail with the profit center and department managers.

Works with other Business Development Managers, Capture Managers, Project Managers, estimators, pricers, engineers, and discipline leads to develop strategies, budgets, schedules, and plans for the various elements of opportunity pursuits. Ensures that the pursuit meets or exceeds established objectives.

Responsible for understanding market drivers, constraints, and other forces that impact Parsons ability to increase market share. Promotes Parsons capabilities with existing and new customers.

Performs other responsibilities associated with this position as may be appropriate.


    • 4-year degree in Business Administration, Criminal Justice, Engineering or related technical/business field and at least 15+ years of related work experience is required.

    • Should have a broad general technical and business background, as well as previous business development management experience on similar or related fields.

  • Former U.S. Military experience within the Security & Law Enforcement discipline is a plus. Professional registration may also be required.

  • Proof of U.S. citizenship or permanent residency is required due to government of federal requirement.

  • Applicants selected for employment may be subject to a federal background investigation and may need to meet additional eligibility requirements for access to classified information or materials.


  • Proven ability to perform in a management capacity, excellent written and oral communications skills, and a thorough knowledge of industry best practices and regulations are also required.

  • In addition, must be knowledgeable of current technology and how it can be effectively utilized on assigned opportunities.
