Job Description:
The City of Pueblo is seeking an experienced fire service leader to be our next Deputy Fire Chief! This full-time leadership position offers you an annual salary of $125,259.00 - $156,459.00, a variety of benefits, and a fast-paced work environment giving back to the community. As a Deputy Fire Chief, you’ll ensure all rules, regulations and orders are properly enforced while overseeing personnel assignments, transfers, & discipline. You’ll also assist in labor negations, handle grievances, conduct internal investigations and lead essential functions including training, fire prevention, EMS, HazMat, Airport Ops and more. Additionally, you’ll play a key role in budget planning and long-range planning for the department.

Job Requirements:
ESSENTIAL FUNCTIONS:


Ensures that all rules, regulations, orders or directions for the administration of the department are properly enforced and obeyed; and that all derelictions and transgressions that may come to his/her knowledge are promptly investigated and reported to the Chief
Carries out certain personnel duties for the department with authority to assign, detail, transfer or discipline members he may deem necessary for the best interest of the service
Shall keep a roster of the entire membership of the department and maintain a balance of personnel between companies; all subject to the approval of the Chief
Directs and coordinates the application of established policy, rules and regulations, practices and procedures and confers from time to time with the chief officers coordinating their duties for the purpose of uniform administration of each company
Confer with the Chief Officers and coordinate their duties for the purpose of uniform administration of each company. Visits the Various departmental units as often as may be necessary to thoroughly stay familiarized with conditions of the service
Assists in negotiations for collective bargaining agreements
Assists in the handling of grievances, arbitrations and internal investigations as may be required by the Chief
Responsible for directing, coordinating and controlling all activities as assigned by the Chief which will include, but not limited to the Training Division, Fire Prevention, EMS, Fire Cause Investigation, Internal Investigation, Public Education, Public Information, Public Relations, Hazardous Materials, and Airport Operations
Shall assist the Fire Chief in the administration of the Fire Department. This shall include the budget preparation, long-range planning
Shall recommend awards for members for superior service
Shall be responsible for Public Education and shall have in place a program for the benefit of the citizens of Pueblo concerning public education and fire safety awareness. Shall also be responsible for public information and public relations, having programs that best serve our department
Willingness to continue education and training in management and administrative skills

IMPORTANT FUNCTIONS:

Performs other duties as may be required by the Chief.
Shall perform the duties of similar classifications of equal or lower pay grades when prescribed by the Fire Chief

PHYSICAL REQUIREMENTS:

The physical attributes an employee must have in order to perform the essential job duties with or without a reasonable accommodation include:
Physical work requiring ability to lift a maximum of 50 pounds; some lifting, carrying, walking and standing
Some pushing, pulling, bending, climbing and twisting
Foot/eye coordination for operation of motor vehicle
Vision to read and interpret written reports and documents
Speech communication and hearing to maintain communication with employees and citizens
KNOWLEDGE, SKILLS & ABILITIES:
Requires thorough knowledge of:

Hazardous Materials and Emergency Medical Services concerning emergency response, training, protocols, as well as local, state and federal laws pertaining to Hazardous Materials and Emergency Medical Services
Modern firefighting methods, emergency procedures, apparatus and equipment
Fire department organizational structure, techniques, and processes
The City’s Collective Bargaining Agreement
Knowledge of incident command system

Must have the skill and ability to:
Work as an integral part of a team and work with the general public
Lead, direct, and instruct personnel
Take command at major fires and emergencies and adopt to a quick, effective and reasonable course of action
Demonstrate administrative abilities, to include the ability and willingness to understand and effectively carry out orders
The ability to assume the positions of Assistant Chief of Suppression
Coordinate the various programs of the department
Coordinate the various maintenance needs of the department
Ability to attend meetings, workshops, City Council meetings and give presentations to various civic groups as required
Safely and lawfully operate a motor vehicle
Maintain emotional stability during hazardous, physically and mentally stressful situations
Use standard office equipment, personal computer and job-related computer applications
Exercise independent judgment, make fast and lucid decisions, and adapt quickly to changing situations while handling emergency situations
Effectively communicate both orally and in writing with various audiences
Disseminate, interpret and follow a variety of instructions in written, oral, or diagram form
Establish and maintain effective working relationships with department members, other City employees, public safety agencies, hospitals/medical facilities, and the general public
Ability to perform all the job duties in a safe manner
MINIMUM QUALIFICATIONS:
In addition to the knowledge, skills and abilities listed above, this position requires the following:


An associates degree from a recognized college or university
Must obtain a bachelor’s degree from a recognized college or university within 18 months of the date of hire or date of promotion
AND

A valid driver’s license at the time of application, and a valid Colorado driver’s license within 30 days of employment
License restrictions that may hinder your ability to drive on City business, such as an interlock, will be cause for disqualification
During the course of employment, a valid license must be maintained, and the employee must notify the City immediately upon changes to the status of their license
AND

Required experience:
At least eight (8) years of continuous and successful experience in the fire service, including three (3) years of successful experience as a Fire Captain with the Pueblo Fire Department
OR
15 years of successful experience in fire service and 3 years of successful service as a Battalion Chief or Assistant Fire Chief or equivalent sworn rank
