Job Summary:
The Health Data Analyst works with the managers in Quality Measurement to facilitate the accessibility, understanding, and active use of data required to improve the quality of care, service, and related outcomes. Scope & Responsibilities: • Utilizes SAS and SQL to efficiently build usable data marts, automate processes, analyze data and produce reports for business customers. • Performs rigorous data standardization, cleanses data and ensures excellent data quality to produce accurate data and reports • Designs, builds, and enhances data systems and applications so that they better serve specific reporting requirements • Analyzes quality measure data (e.g., HEDIS, hospital quality measures) to support the QI department in identifying opportunities for improvement, e.g., analyzing performance, care gaps. • Queries from health plan administrative data (e.g., claims, member, provider) to develop and produce reports that monitor and benchmark cost, utilization and other quality and performance indicators • Critically reviews and revises existing analytical processes for currency, efficiency, and sufficiency. Identifies existing inefficiencies and problems and takes action to implement solutions. Anticipates unrealized problems and takes action to implement solutions. • Conducts independent analysis of high complexity under moderate supervision and guidance, develops novel analyses and reports. • Communicates analytical results in graphs or summaries with minor editing and input from supervisor or manager. • Develops documentation and creates and executes work plans for analyses of high complexity • Participates on internal workgroups and committees to provide analytical insight and support for the implementation and enhancement of new programs, products, and services. • Identifies business risks relating to report design and production. Provides training to designated team members to mitigate risk and provide back up for report production. • Uses appropriate technical, clinical, and financial knowledge to assess the completeness and reliability of data and the validity and accuracy of analytical results. • Participates in special projects as needed • Produces accurate work under tight deadlines • Manages multiple projects by effectively prioritizing work and communicating workload issues to management • Performs all other duties as assigned.

Skills / Competencies
• 3-5 years managed care experience • 1-3 years experience with clinical quality measure (e.g., HEDIS, hospital measures) data collection, analysis and reporting • Hands on experience with clinical data such as laboratory results, registry data, • Solid knowledge of Microsoft Office software, particularly Excel, VBA • Must exhibit level-appropriate competence in Departmental competency dimensions (Communication, Agile Learning, Business Knowledge, Creativity, Critical Thinking, Customer Focus, Drive for Results). • Must be able to develop computer programming systems using Base SAS, SAS Macro Processing, and PL-SQL. Must be able to make major modifications to programs to adapt computer programs developed by others for new applications and purposes. • Ability to communicate effectively • Capable of managing deadlines and working simultaneously on a variety of tasks • Strong organizational and problem solving skills • Self-directed, ability to anticipate and initiate tasks as necessary • Ability to work in agile environment
Certifications:
• 3-5 years experience as a SAS programmer. Preferred SAS Certified Base Programmer Credential or equivalent.
