Job Title: Director of Asset Management
Division: Housing Solutions
Salary: $70,000 - $110,000 annually or $35.90 - $56.41 per hour
Department: Asset Management
Reports To: Executive Director
FLSA Status: Exempt

Summary: Townspeople owns and operates a portfolio of 66 affordable housing units and leases an additional 11 units. Our commitment extends to serving those who are medically vulnerable and have experienced homelessness, with 82% of our units dedicated to Permanent Supportive Housing. Townspeople’s properties are also funded through a combination of local, state, and federal programs, which necessitate rigorous compliance and management. The Director of Asset Management is responsible for ensuring the long-term sustainability, compliance, and financial health of our properties, with a strong focus on tenant support. This involves staff supervision, determining rates, filling vacancies, handling tenant relations, overseeing maintenance, reporting, and fulfilling applicable rules and regulations.

Essential Duties and Responsibilities include the following. Other duties may be assigned.
1. Portfolio Management
- Oversee the management of a portfolio consisting of 66 owned and operated units and 11 master leased units.
- Develop and implement asset management strategies to optimize property performance, financial stability, and resident well-being.

2. Compliance and Reporting
- Ensure compliance with local, state, and federal funding rules and regulations. This includes but is not limited to unit inspections and tenant recertifications.
- Prepare and submit necessary reports to funding and oversight agencies.
- Interpret and apply Townspeople personnel policies, departmental policies, and other relevant policies and procedures.
- Serve as an advocate for Housing First and other evidence-based solutions.
- Maintain accurate files and records of residents, ensuring confidentiality and compliance with data protection regulations.

3. Financial Management
- Manage the budgeting, financial planning, and forecasting for the asset portfolio.
- Work collaboratively with the accounting team to maximize revenue, minimize expenses, and achieve financial goals.

4. Property Maintenance and Improvement
- Oversee property maintenance, repairs, and capital improvement projects.
- Ensure that properties meet quality and safety standards for our residents.

5. Tenant Services
- Collaborate with support services to ensure delivery of high-quality care to tenants.
- Promote an inclusive and tenant-focused community environment.
- Meet with residents, resident organizations, and external agencies to receive input regarding the operation of housing programs, assess needs, and address concerns.
- Prepare and submit necessary documents for the eviction process.
6. Team Leadership
- Lead, mentor, and develop a team of resident managers and maintenance staff.
- Foster a culture of excellence, accountability, and collaboration.
- Coordinate and participate in staff development opportunities.

Qualifications:

Language Ability:

Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.

Computer Skills:
To perform this job successfully, an individual should have knowledge of Microsoft Office (e.g., Outlook, Word, Excel, Teams), employee management software, and property management software (i.e., Yardi).

Education/Experience:
Bachelor's degree in business, finance, real estate, or a related field or comparable training and extensive work experience in the field. At least five years of experience in asset management, preferably in affordable housing or a nonprofit setting.

Certificates and Licenses:
- Valid CA driver's license

Equipment:
- Power blower
- Power washer

Knowledge, Skills, and Other Abilities:
- Strong knowledge of local, state, and federal housing programs and regulations, including Fair Housing regulations.
- Working knowledge of publicly funded rental subsidy programs such as Housing Choice Vouchers, Continuum of Care, Housing Opportunities for Persons with AIDS, and so on.
- Commitment to the mission of Townspeople and a passion for serving vulnerable populations in a respectful, non-judgmental, person-centered, and solution-focused manner that aligns with evidence-based practices.

- Experience using best practices, including Motivational Interviewing, Nonviolent Crisis Intervention, Harm Reduction, and Trauma-Informed Care, is preferred.
- Bilingual in English and Spanish is preferred.
