Description:
Responsibilities:
- The Manager, Systems Analysis will lead a team of Systems Analysts who are responsible for the design and specification of Core Business Applications system solutions and tasked with applying systems analysis knowledge to drive and execute the analysis of highly complex problem management, system enhancement, and modification requests.
- Responsible for providing leadership, setting direction, establishing process, methods and controls and organizing the function for the successful delivery of development initiatives of the Core Business Applications Development team.
- Key responsibilities include resource planning and management, coordinating the work of the systems analyst team, ensuring accurate translation of business requirements into detailed system specifications and creating artifacts such as use cases, process flow charts and diagrams that articulate proposed changes to both business and technical audiences.
- Manage team financials, capacity and work of team to consistently deliver against established schedules with requisite quality.
- Anticipate and react quickly and appropriately to changes in business priorities.
- Reports to Senior Manager, Core Business Applications. This position is located in our San Francisco and El Dorado Hills, CA Offices.
Qualifications:
Education/Requirements:
- Bachelor's degree in computer science and 7 - 10 years of experience in a systems analyst role or equivalent combination of education and experience.
- Must be able to directly guide and mentor the team and ensure continuous improvement in productivity and quality.
- Ideal candidate possess excellent leadership, analytical, solution design, and communication skills.
- Generally requires 2 to 5 years of prior managerial level experience.
- Proven ability to manage complex technology projects in a project lead or driver role.
- Experience with Facets, DIAMOND, MetaVance or similar systems desired.
- Health plan operations experience in one or more areas: enrollment and billing, claims and benefits, network management, medical policy and utilization management desired.
- Possess excellent problem solving, analysis and diagnostic skills.
- Demonstrated expertise working in collaborative, cross functional work teams comprised of business and technology participants and internal and external vendor partner resources.
- Fully competent in software development life-cycle methodologies such as Agile, RUP, waterfall.
- Excellent oral and written communication skills.
- Excellent interpersonal skills, including the ability to work with all levels of personnel including, but not limited to peers and Senior Management.
- Proficient defining complex workflows or business processes.
- Advanced skills in MS-Office applications (Word, Excel, Access, Project, and Visio).
- Experience/knowledge in one or more development languages SQL, ETL scripts, Java, .Net.
- Self directed and adaptive to changing priorities.
