Job Details


The Sub-Portfolio Senior Manager, corporate services Portfolio Delivery in collaboration with the leadership team, sets direction and investment portfolio needed to meet corporate services strategy business objectives. Direct accountability for successful execution of project and program delivery. This role includes direct accountability for execution of corporate services programs and projects. Moreover, the Senior Manager Sub-Portfolio Lead is responsible for the following key aspects:

  • Provide Enterprise Portfolio Dashboard for Corporate Services Strategic projects

  • Manage the overall roadmap for implementation of the Corporate Services activities

  • Ensures consistent application of program and project management practices and enables delivery of predictable outcomes.

  • Establish and execute program governance, communications plan, escalation and change management processes

  • Tracking and Reporting - Monitors Corporate Services Strategic projects from initiation through delivery

  • Communication - Serve as central point of contact for leadership and other implementation teams

  • Provides daily management and guidance; acts as a source of expertise for business project managers

  • Ensure compliance with all project management standards - existing and new out of new EPPS organization

  • Lead annual Planning with Finance Lead

  • Accountable for ensuring overall program and project delivery, schedule and budget attainment, and effective management of leadership expectations in achieving overall desired outcomes, results and deliverables.

  • Strategically partner and collaborate with IT partners and IT peers in defining and deploying strategies that ensure investments enable the achievement of tactical and strategic IT goals.

  • The Sub-Portfolio Lead is also a people leader responsible for leading a team of project/program managers.







Qualifications:




Job Required Education/Experience






  • Minimum of 10 yrs of combined project and program management

  • Bachelors or masters degree in computer science, business, or related discipline

  • Familiarity with business process re-engineering and proven leader with creative solutioning experience.

  • Hands-on experience in project/portfolio resource planning, reporting, prioritization and budgeting

  • Experience leading projects and portfolios within and outside IT, as well as projects and portfolios that involve external providers

  • Excellent interpersonal and communication skills and proven ability to work effectively with various organizational levels (from VPs to subordinates)

  • PMP/PMI or equivalent certification preferred




Job Additional Education/Experience





  • Oracle HR, Financial, ERP project management or migration experience highly desired.

  • Blue Shield of California experience highly desired.

  • Practical skills in creating and managing sub program strategic plans within a matrixed IT organization

  • Demonstratable program management capabilities including demand management, resource management, and project management

  • Ability to move between strategic and tactical issues quickly

  • Ability to communicate effectively (orally and in writing) to senior management as well as peers and subordinates

  • Ability to quickly assess project issues and correct them through superior coaching and mentoring skills

  • Skills in working in a collaborative and matrix environment

  • Experience with healthcare payer operations, focusing on claims processing

  • Experience in implementing IT solutions in enterprise environment
