Primary Purpose:



We are seeking a Lead Infrastructure Automation Engineer to envision, motivate and lead the transformation of how Blue Shield of California's Infrastructure Services department does work. In this role, the Lead Infrastructure Automation Engineer will be responsible for the establishment and evolution of a Continuous Integration and Continuous Delivery automation framework to enhance infrastructure service delivery - better, faster, cheaper .


This will include design and promotion of cloud-based infrastructure solutions, designing software-defined infrastructure solutions, establishing a SDLC (lifecycle) for infrastructure development, deployment, and operationalization, and conceptualizing emerging services and infrastructure innovation.


The ideal candidate must demonstrate a solid understanding of "DevOps" practices, tools and methodologies and possess strong automation skills. The candidate should possess a software development background preferably including the development of shared/common components and integrations. Extensive experience with cloud and configuration management platforms, orchestration tools and scripting languages is expected for this position.


The Lead Infrastructure Automation engineer will provide technical and transformation leadership to evolve and assure adherence of IT standards, patterns, policies, and processes critical to the foundation of automation. This will involve strong inter-personal skills in communication, engagement and influence necessary to flourish a culture of advancing and continually improving infrastructure capabilities.


Critical success factors for this position will be associated technical skills and experience in infrastructure automation and delivery and the related BSC technical platforms; team work and partnering; continual learning; driving transformation in infrastructure delivery capabilities; problem solving and demonstrating versatility leading through change.












ESSENTIAL JOB FUNCTIONS:



  • Establish and evolve a Continuous Integration and Continuous Delivery automation framework for infrastructure service delivery

  • Drive culture change as our infrastructure teams move to infrastructure-as-code and standard development practices to transform how they do work

  • Partner with other IT leaders to solicit, understand and adopt new technologies and practices that contribute to holistic efficiencies in IT service delivery

  • Design and develop automation capabilities to reduce or eliminate manual tasks related to both application infrastructure delivery and the operations of the resulting solution

  • Promote and enable re-use of repeatable application architecture patterns

  • Champion and contribute to the definition, maintenance and adherence to server, middleware and application infrastructure engineering standards and policies

  • Analyze technology requirements and specifications to determine compatibility with application and server infrastructure standards

  • Consult with third party vendors regarding their product(s) to determine best engineering and build procedures for BSC's environment

  • Participate in proof-of-concept and prototyping efforts of new technologies and conceptual designs; collect, analyze and document results as required to progress business cases

  • Provide guidance and mentor junior staff on corresponding job functions

Qualifications:




QUALIFICATIONS:



  • Bachelor's degree in Management Information Systems, Computer Engineering or Computer Science or equivalent professional experience

  • 10 - 15 years general IT experience with 3-4 years "DevOps" engineering type experience


Technical:


  • CI/CD tools, i.e. Bitbucket/Git, Jenkins, Nexus/Artifactory, etc.

  • Cloud platforms, i.e. AWS, Azure, VMWare, OpenShift, CloudFoundry, etc.

  • Scripting languages, i.e. Javascript, Ruby, Powershell, ANT, Jython, Python, Shell, etc.

  • Configuration Management tools, i.e. Puppet, Chef, Ansible, SCCM, etc.

  • Orchestration tools, i.e. ServiceNow, VMWare vRO, Heat etc.

  • Technical platforms: IBM WebSphere product suite, Microsoft Windows, Red Hat Linux (RHEL) and/or AIX operating systems, NAS, SAN storage systems, DB2, Oracle and SQL databases

  • Strong working knowledge of TCP/IP, HTTP, SSL, DNS, J2EE, LDAP, Active Directory, XML, IIS, Web Services/SOAP/REST, authentication protocols, SSH, and/or SFTP

  • Infrastructure and server theories, principles, architectures and concepts

  • IaaS solutions, design, implementation and integrations

  • Familiarity with DR and high-availability architectures

Additional Qualifications:


  • Experience with supporting Cognizant Facets, McKesson applications - a plus

  • Experience with supporting EDIFECS application - a plus

  • Experience with ITIL or other IT operations methodologies - a plus

  • Healthcare/Payer operations experience - a plus
