Description:



The Enterprise Data Governance Analyst provides operational support for the coordination and execution of data governance activities to drive adoption of enterprise data governance capabilities across Blue Shield of California. This position requires the ability to effectively collaborate within his/her own department and across broad parts of the organization.

The Enterprise Data Governance Analyst will support the Director of Enterprise Data Governance in performing the following:


  • Responsible for defining data quality standards and rules to ensure data is compliant with defined quality requirements within their assigned domain

  • Partner with IT & Business teams to develop, refine and implement data rules using SQL and data quality tools

  • Promote participation and buy-in from business areas for data governance activities

  • Monitor and report on aggregated data governance metrics and activities and develop presentation material and meeting minutes

  • Execute key data governance processes - intake/demand and prioritization process, issue management process, and monitoring processes

  • Responsible for gathering, or assisting with gathering information requirements, developing business glossaries

  • Analyze gathered information and metrics for trends, risks and issues and report findings to Director of Enterprise Data Governance or Data Owners and Data Stewards

  • Assist with preparation of material for regular core team and key governance forums (e.g. Enterprise Data Governance Steering Committee, Data Steward Council) to review progress and initiatives with key constituents

  • Perform impact analysis of regulatory, business, and system changes on the Enterprise Data Governance program, respective data domains ,and relevant data governance policies and procedures

  • Within the context of enterprise data governance, responsible for building and sustaining the day-to-day relationships and communications with business partners at various levels of the organization, including data governance leads, key business stakeholders, other Data Governance Analysts, as well as other internal and external resources

  • Monitor adherence to data governance policies and standards, drive continuous improvement, manage non-compliance issue escalations, provide training and communication

  • Participate in regular data governance team, project, and leadership meetings as needed







Qualifications:





  • 8 - 10+ years' experience

  • Education/Requirements: BS or MS or equivalent experience.

  • Experience with data governance, master data management, and data quality processes and procedures

  • Ability to understand internal and external drivers for changes to data governance policies

  • 5+ years in business analysis or data analysis

  • Possesses advanced knowledge and experience large-scale data architecture, master data management or similar projects or programs of significant complexity

  • Proficient on querying and extracting data from repositories such as Netezza, Oracle, SQL Server, etc.

  • Ability to communicate complex quantitative analysis in a clear, precise, and actionable manner

  • Attention to detail and data accuracy

  • Proven team player with strong interpersonal skills

  • Excellent presentation, written, and verbal communication skills which bring clarity and precision at all levels within the organization

  • Excellent problem-solving and critical-thinking skills to recognize and comprehend complex issues, policies, regulatory requirements and industry information affecting the business environment

  • Experience in healthcare is a plus
