Regular, Full-Time, RCUH Non-Civil Service position with the Social Science Research Institute (SSRI), Telecommunication and Social Informatics/Pacific Health Informatics Data Center (TASI/PHIDC) Research Program, located at the University of Hawai‘i in Honolulu, Hawai‘i. Telework (from employee’s residence city and state) may be permissible subject to review and approval by Principal Investigator and RCUH. Continuation of employment is dependent upon program/operational needs, satisfactory work performance, availability of funds, and compliance with applicable Federal/State laws.
MONTHLY SALARY RANGE: $5,000 - $7,000/Mon.
DUTIES: Develops strategy, vision, and direction for analytics within the organization. Manages roles and responsibilities for analytics team. Leads projects and mentors staff, research assistants, and students. Performs data analysis, modeling, forecasting, statistical analysis, and machine learning. Calculates and communicates the relevance, accuracy, and limitations of results. Presents findings to internal and external audiences, in oral or written form, potentially publishing in web sites, journals, and conferences. Provides recommendations based on findings. Develops and utilizes reproducible reporting workflows. Builds and automates data products for effective communication, including but not limited to visualizations, reports, dashboards. Integrates new data sources, including data mapping; Extract, Transform, Load (ETL) process development; data product development; and data management processes. Develops standard operating procedures (SOPs) in file naming conventions and folder organization for data quality improvement, data quality assurance, and data governance processes. Conducts training and oversight for compliance with SOPs. Develops budgets and provides subject matter expertise on analytics projects, which includes hardware or software needs included in agreements or system design specifications.
Job Requirements: PRIMARY QUALIFICATIONS: EDUCATION: Master’s Degree from an accredited college or university in Computer Science, Engineering, Physics, Math, Statistics, Social Science, Information Technology, Public Health, or related field. (Bachelor’s Degree from an accredited four (4) year college or university in Computer Science, Engineering, Physics, Math, Statistics, Social Science, Information Technology, Public Health, or related field and two (2) years of relevant work experience may substitute for a Master’s Degree.). EXPERIENCE: At least four (4) years of experience with data analysis, data modeling, and reporting. Experience must include at least two (2) years in project management and leading teams. KNOWLEDGE: Knowledge in U.S. health systems and payer-provider relationship, including major system stakeholders, providers and provider types, provider services, billing and payment processes. Understanding of healthcare organization data flows, operational processes, the types of data collected, and the coding standards and used (e.g., International Classification of Diseases (ICD-9/ICD-10), Current Procedural Terminology (CPT), Healthcare Common Procedure Coding System (HCPCS), Health Level Seven International (HL7), ASC ANSI X12 HIPAA 5010, NCPDP). Knowledge in two or more of the following: healthcare clinical data, public health data, social determinant data. Knowledge of cost and utilization reporting, healthcare quality metrics, healthcare policy initiatives, and project management. Knowledge of program integrity, healthcare operational processes including but not limited to telemedicine, Electronic Health Record (EHR) systems, research program development and evaluation, information systems design and maintenance. Knowledge in Medicaid, Medicare, Children’s Health Insurance Programs, including statutory authorities, regulations, and other guidance. Knowledge of Hawai‘i and U.S.-Affiliated Pacific Island countries, governments, and organizations. ABILITIES & SKILLS: Ability to use computer operating systems (e.g., network, desktop, server/mainframe) and office applications (e.g., Microsoft Office). Ability to use analytics, programming, database, code repository software. Ability to use reproducible reporting workflows. Ability to perform data analysis; and assess relevance, accuracy, and limitations. Ability to summarize and present results. Excellent communication and presentation skills. Ability to effectively conduct work remotely (e.g., telework) as applicable. Post Offer/Employment Condition: Must be able to pass a post offer criminal background check. Must be able to complete the UH Information Security Awareness Training (ISAT) within two (2) weeks from date of hire, and re-certify every twelve (12) months. PHYSICAL/MEDICAL DEMANDS: Ability to lift and carry up to fifty (50) pounds unassisted. POLICY/REGULATORY REQUIREMENT: As a condition of employment, employee will be subject to all applicable RCUH policies and procedures and trainings and, as applicable, subject to the University of Hawai‘i's Telecommunications and Social Informatics/ Pacific Health Informatics Data Center Research Program HIPAA/PHI privacy and security policy and the HIPAA/PHI privacy and security policy of various cooperating entities/organizations. Violation of the RCUH's, the UH's, or the business entity's policies and/or procedures or applicable State or Federal laws and/or regulations may lead to disciplinary action (including, but not limited to possible termination of employment, personal fines, civil and/or criminal penalties, etc.). Must complete the University of Hawai‘i's Telecommunications and Social Informatics/Pacific Health Informatics Data Center Research Program HIPAA/PHI privacy and security training and the HIPAA/PHI privacy and security of various cooperating entities/organizations, training immediately after hire or not later than employee’s initial exposure to HIPAA/PHI. Must maintain a current status on the University’s and/or the business entity's training requirements.
SECONDARY QUALIFICATIONS: Knowledge and experience using technologies used by the TASI/PHIDC projects, including but not limited to Tenable Nessus. Experience with CompTIA Security+, Network+, CCNA. Experience with cloud computing technologies and platforms (e.g., Amazon EC2, Microsoft Azure, Google Cloud). Experience with open-source tools (e.g., Mirth, Zimbra, Icinga2, ElasticSearch, Logstash, Kibana, Ansible, CentOS, VeraCrypt, GPG4Win). Experience with project management tools (e.g., Microsoft Project, Asana). Experience with Cisco, Dell, and SonicWALL hardware. Experience with virtualization with VMware. Experience with AlienVault or other security information and event management (SIEM) solutions. Information Systems Security Professional certification. Certified Information Security Manager certification.
