Regular, Full-Time, RCUH Non-Civil Service position with the Social Science Research Institute (SSRI), Telecommunication and Social Informatics (TASI) Research Program, located at the University of Hawai‘i in Honolulu, Hawai‘i. Telework (from employee’s residence city and state) may be permissible subject to review and approval by Principal Investigator and RCUH. Continuation of employment is dependent upon program/operational needs, satisfactory work performance, availability of funds, and compliance with applicable Federal/State laws.

MONTHLY SALARY: Salary commensurate with qualifications.

DUTIES: Provides project support to the TASI with Health Information Technology (HIT) projects which may include the Decision Support System/Data Warehouse, Eligibility and Enrollment, Medicaid Management Information Systems, and Transformed Medicaid Statistical Information System (EMT), Electronic Health Record (EHR) and Health Information Exchange (HIE) projects and project team. Assists with project research, data analytics and documentation of regulations and best practices for planning, implementing and maintaining HIT systems. Assists with researching, planning, designing, acquiring, installing, configuring, programming, testing, operating, securing, maintaining, monitoring, and reporting on information systems and data analytics following a systems development life-cycle methodology. Assists with researching and maintaining inventory of system and project requirements. Assists with providing technical assistance to support the planning, implementing and maintaining HIT systems. Responsible for researching and drafting Standard Operating Procedures, project materials for partners and stakeholders. Assist with researching and developing training materials and training modules related to HIT.



Job Requirements:
PRIMARY QUALIFICATIONS:
EDUCATION: Bachelor’s Degree from an accredited four (4) year college or university in Business, Computer Science, Engineering, Social Science, Information Technology, Management Information Systems, or related field. (Associate’s Degree from an accredited community college in Computer Science, Engineering, Social Science, Information Technology, Management Information Systems, or related field and at least six (6) months of related experience or relevant professional certifications may substitute for a Bachelor’s Degree.).
EXPERIENCE: Up to one (0-1) year of work experience with project/office assistance roles, including experience with research, support, or project coordination, and managing (data entry and updates) or developing simple database management systems. Experience should also include managing schedules and meetings, and working in a technical type position.
KNOWLEDGE: Understanding of principles and practices in project and information systems planning using systems development life cycle methodologies, organizing, prioritizing, and evaluating programs/projects. Good working knowledge of research design, methodologies, analysis, and reporting. Basic understanding of IT security requirements. Knowledge of administrative processes or regulatory requirements in government and quasi-governmental settings, including budget, accounting, personnel, procurement, and reporting. Understanding of tools and technologies (e.g., SQL, SAS).
ABILITIES & SKILLS: Excellent communication skills, both orally and in writing. Ability to use web reporting and computer software, such as Microsoft Office suite and Asana. Ability to conceptualize project coordination concepts, and to develop and initiate strategies for standard operating procedures and workflow integration. Ability to communicate effectively with supervisors, management, and stakeholders. Ability to contribute to research reports, publications, and grant applications. Ability to work with and meet multiple and at times conflicting deadlines. Ability to understand, follow, and deliver complex oral and written instructions. Ability to effectively conduct work remotely (e.g., telework) as applicable. Post Offer/Employment Condition: Must be able to pass a post offer criminal background check. Must be able to complete the UH Information Security Awareness Training (ISAT) within two (2) weeks from date of hire, and re-certify every twelve (12) months.
PHYSICAL/MEDICAL DEMANDS Able to lift and carry at least twenty (20) pounds.

POLICY/REGULATORY REQUIREMENT: As a condition of employment, employee will be subject to all applicable RCUH policies, procedures, and trainings and, as applicable, subject to the University of Hawai‘i's Telecommunications and Social Informatics/Pacific Health Informatics Data Center Research Program HIPAA/PHI privacy and security policy and the HIPAA/PHI privacy and security policy of various cooperating entities/organizations. Violation of the RCUH's, the UH's, or the business entity's policies and/or procedures or applicable State or Federal laws and/or regulations may lead to disciplinary action (including, but not limited to possible termination of employment, personal fines, civil and/or criminal penalties, etc.). Must complete the University of Hawai‘i's Telecommunications and Social Informatics/Pacific Health Informatics Data Center Research Program HIPAA/PHI privacy and security training and the HIPAA/PHI privacy and security of various cooperating entities/organizations, training immediately after hire or not later than employee’s initial exposure to HIPAA/PHI. Must maintain a current status on the University’s and/or the business entity's training requirements.

SECONDARY QUALIFICATIONS:
Experience in working within a government or educational institution. Experience in working with Federal healthcare agencies. Experience in working with Medicaid agencies. Experience with big data management. Experience in healthcare or Health Information Technology (HIT) policy or systems..
