Job Description: The Financial Analyst reports to the Supervisor of Customer Accounting in the Fresno Office and performs complex, professional accounting related to the financial and accounting work of the District, including financial analysis, forecasting and planning, systems review and development, and other complex economic, accounting, auditing, and related studies necessary to the development and maintenance of the projects and activities of the District. The Financial Analyst requires the ability to communicate in a clear and concise manner to explain financial and accounting matters, read, understand and interpret laws, regulations, and contractual agreements, and interpret and apply current and pending fiscal legislation and regulations. The vacancy currently exists in the Customer Accounting Department at the District’s Fresno Office. Normal working hours are 8:00 a.m. to 5:00 p.m. with a 1-hour lunch. The position requires occasional travel and occasionally starting work before 8:00 a.m. and finishing work after 5:00 p.m.
Job Requirements: The duties of the Financial Analyst position include, but are not limited to, reviewing, analyzing and evaluating complex financial or economic information, preparing financial analyses that conform with generally accepted accounting principles, preparing financial statistical reports, cost study reports, surveys and revenue analysis, Ability-to-Pay Studies, and other reports. The Financial Analyst advises and confers with District staff, Federal government representatives and representatives of other agencies on financial audit and accounting matters; develops and analyzes the District’s long-range financial forecasts, including projections of revenues and expenses related to water sales and purchases; monitors the accuracy of U.S. Bureau of Reclamation budgeting, rate-setting and cost allocations activities’ prepares, reviews, analyzes and makes recommendations on internal District cost allocation methods, with respect to various activities, including operations and maintenance, power rates and capital financial/acquisitions; plans, organizes and participates in financial and compliance audit assignments to assure compliance and dependability of financial records; and reviews and applies current legislation and other authoritative guidelines and procedures as appropriate in performing various auditing, accounting and fiscal activities.
