Business Unit
The Markets organization is responsible for the overall performance and management of Blue Shield of California members and revenue.
Opportunity
The Director, Business Planning and Effectiveness (BPE) is a multi-faceted role. The BPE provides end-to-end strategic advice and support to the Executive Vice President, Markets including the management and implementation of strategic initiatives within the Markets organization and Blue Shield of California enterprise wide. In this role, you will interface with Blue Shield executives both within Markets and across stakeholder organizations, including Customer Experience, Healthcare Quality and Affordability, and Finance. He/she will monitor and represent the business unit interests in programs from initiation through delivery and track progress against goals to measure success. This role is responsible for a wide range of duties that impact the health of the business.
This role is a highly strategic and facilitative one that requires a combination of focus, flexibility, and willingness to play an active, behind-the-scenes role. As the key leader in driving overall organizational focus on our growth strategy and the bigger picture for the Markets organization. The role requires a highly resourceful individual with excellent communication skills and top-notch command skills. The role requires a self-starter, someone who is creative solution focused, and who possesses strong analytical & financial skills. He/she may manage a small team of direct reports .
Specific Responsibilities Include:

Drive operating discipline Take ownership of and drive the critical elements of the Markets operating model ensure we have proper discipline and line of site to the health of the business. This includes but not limited to the planning and facilitating of business reviews, leadership team meetings onsite and offsite. This role also is the keeper of the Markets Great Place to Work action plans and responsible for the markets leadership team engagement.
Communication and Collaboration: Manage the flow of information from Business Leader to the Enterprise. Drives collaboration within Markets and LOB. Build and maintain key stakeholder relationships. Manages development of presentations, and speaking points for presentation and meetings. Responsible for communication and engagement planning through execution for LOB. Strong emphasis on collaboration, pulling disparate information into end to end process Program Management: As needed, end-to-end planning and implementation of extremely complex LOB projects spanning across business areas where analysis requires evaluation of intangible variance factors. Serve as PM leading special projects. Identifies need for new processes as well as significant improvements to processes and drives the development and implementation. Assembles project teams.
Qualifications:

Exceptional verbal and written communication and program/project management skills, including an ability to communicate effectively at an executive level.

Strong communicator, PowerPoint/Storyboarding skills. Ability to present information clearly and concisely to various audiences.

Ability to deal with highly confidential information and act as a liaison between the business leader and other constituencies, both internal and external.
Experience:
-
Generally requires Master's degree or equivalent and 8 - 10 years of experience

Health plan insurance experience preferred, but not required

Lean Sigma, Six Sigma or experience with process improvement methodology preferred.
Education/Credentials:

BA/BS in business, marketing, finance or related field and/or equivalent combination of education and experience.

An MBA or equivalent experience preferred.
