Description:






  • Develops and enhances sourcing strategies.


  • Writes and negotiates contract terms to maximize vendor performance, protect the long term interests of the company , and obtain and sustain the most competitive pricing

  • Generates recommendations for internal process improvements to cut cost, and enhance vendor performance

  • Plans and oversees execution of strategic and operational initiatives impacting IT and the various business units IT Supports

  • Manages all vendors who support IT and any business units consuming the IT type services. ,

  • Drives and achieves administrative expense optimization projects savings target/benefits

  • Ensures annual budget attainment and proactively drive opportunities for cost reduction

  • Manages audits and assists with post audit remediation to mitigate vendor business risk and to address, where appropriate, in future vendor contracts

  • Ability to establish and sustain a positive influence on the performance of others within IT, the company, and vendors

  • Drives the execution of desired results and operational changes once processes are outsourced in order to take full advantage of the opportunities provided by partnering with organizations that can provide scale, technology, expertise and resources not previously available to BSC


    • Drives multi-year, multi-million dollar expense optimization and/or cost savings projects

  • Responsible for a significant number of the most fundamental business process functions that are critical to the daily running of BSC's business and ultimately BSC's success

  • Represents the organization as the performance and relationship owner in relationships with business critical vendors. These activities include relationship and performance management, risk mitigation, contract negotiations, dispute resolution and vendor strategy & development

  • Reviews and approves complex high dollar value contracts for technology goods and services.

  • Determines appropriate vendor contracts for newly proposed work and negotiates competitive agreements with the vendors that protect BSC's long term interests, mitigate risk, and provide competitive pricing.

  • Assists with the budget creation, reviews budgets and forecasts, handles invoice disputes with vendors, and approves expenditures. Accountable for any variances in the budget vs. actual expenditures during the year








Qualifications:





  • Bachelors degree required; Masters of Business Administration preferred

  • 12+ years of experience in procurement and vendor management negotiating multi-year, high dollar value and/or high risk technology related contracts


    • Ability to balance need to deliver solid operations while constantly driving change to improve effectiveness and execute outsourcing strategy

    • Ability to identify future trends in procurement and vendor management best practices (including outsourcing, Cloud services, licensing, software development...)

    • Healthcare industry knowledge and vendor management & governance experience

    • Knowledge of strategic sourcing processes and practices

    • Outstanding conceptual, analytical and problem solving skills

    • Excellent strong written and verbal communication, planning and organization skills. Must be able to read, interpret, and write agreement terms and conditions.

    • Outstanding diplomacy skills

    • Knowledge of information technology processes and practices such as the software development life cycle, IT operations and support, software licensing (perpetual, subscription, term etc.), equipment leasing, "Cloud," software, and infrastructure as a service, and asset management.

    • Ability to determine total cost of ownership.

    • Thorough understanding of intellectual property rights and risk allocation with respect to software development and/or usage, the respective ownership rights of the parties, and infringement indemnification.

    • Experience negotiating complex technology type contracts for software, hardware, software development services, implementation services, telecommunications, and other IT related activities.

    • Knowledge of various contract types (fixed price, T&M, labor hour, cost reimbursement), the differences between them, the risks and benefits of each type, when it is appropriate to use them, and what elements are required to effectively implement each type.



  • Preferred 12-14 years of experience negotiating multi-year, high dollar value, and/or high risk service, lease, software and intellectual property and IT outsourcing such as "Cloud", software and infrastructure as a service outsourcing type agreements.

  • Experience working in a services company (health care, financial services, etc.)

  • IT experience including, but not limited to, negotiating license agreements, services contracts for software development, systems implementation services, and IT operations support (outsourced, managed services, , RFP, contract negotiations and a track record of delivering process improvements and cost efficiencies

  • Or equivalent combination of education and experience

  • Experience managing a team and multi-million dollar budgets

  • Experience leading complex cross-functional projects

  • Strong internal and external customer focus

  • The ability to navigate through a large and complex organization



  • No direct supervisory responsibilities


    • Will be responsible for directing others on appropriate company sourcing and vendor management policies, procedures, and processes.
