Description:



The Director of Core Manual Underwriting is responsible for the overall underwriting, pricing, risk analysis, and achieving plan membership and operating income targets across the Core Accounts manual block. Core Accounts manual block is comprised of large group employer groups in the 101 to 300 eligible employee/full time equivalent range while to overall Core Accounts segment covers employer groups from 101 to 1999 eligible subscribers/full time equivalents.


The Director of Core Manual Underwriting reports to the Vice President of Underwriting. The location of the position will be in either San Francisco or El Segundo offices as the teams are located in these respective offices.



Critical responsibilities include:





  • Lead underwriting managers and staff to effectively assess risk, improve risk mix in conjunction with driving membership growth to achieve plan targets.
  • Identify opportunities and risks. Adapt, develop, and implement strategies and practices to leverage opportunities and address/mitigate identified risks.
  • Strong block management skill sets. Track block performance and course adjust as needed to achieve plan targets on growth and profit.
  • Build a cohesive team of top performers. Develop existing talent and attracting talent.
  • Instill a positive culture focused on achievement and membership growth through identifying opportunities and solving for challenges
  • Develop and foster individual and team to team partnerships with key functional areas including sales/account management, actuarial, network trend analytics, provider contracting, pharmacy, and finance.
  • Influencing and partnering with counterparts in key functional areas to get at tools, data, and help from their respective areas to successfully achieve goal(s)
  • Set underwriting policy and manage governance to policies and pricing tenets. Communicate and publish.
  • Establish department goals and action plans to support corporate objectives.
  • Partner with finance teams to provide data and track year to date membership and profit vs. business plan.
  • Develop, present, and gain quarterly cohort rating approval from senior management
  • Present at finalist presentations, employer group meetings, and broker/consultant negotiations.

Supervisory responsibilities include interviewing, hiring, training, planning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems. The successful candidate must have the ability to manage through others.





Qualifications:



The Director of Core Manual Underwriting will have advanced underwriting risk and block management skillsets and possess adaptability to bring the right people, tools, and data together necessary to develop strategies and practices to drive growth and achieve operating income targets. The successful candidate will have demonstrated an ability to influence decision-making and interact with cross functional team leadership and senior management.



Specific Competencies include:

  • Experience in underwriting management roles with commercial health plans, in California is a plus
  • In depth knowledge of advanced underwriting
  • In depth knowledge of California health plan competitors
  • Working experience with broker channel partners in California market
  • Knowledge of provider contracting in California commercial sector market space
  • Effective negotiation and presentation skills.
  • Excellent human relations and verbal/written communication skills.




Education/Credentials


Bachelor's degree and seven years of relevant experience or equivalent combination of education and experience is required.
