Job Description Summary
Performs complex (journey-level) project management work. Work involves assisting Texas Natural Resources Information System (TNRIS) to plan and manage web development projects for the state of Texas. Projects are typically oriented around public-facing web sites, TNRIS related events, and mapping applications or internal-facing tools for collaborating. May train others. Works under general, supervision, with moderate latitude for the use of initiative and independent judgment. Reports to the Manager of the Information Services Department.
Essential Job Functions
Determines and defines project scope and objectives. Predicts resources needed to reach objectives and manages resources in an effective and efficient manner. Prepares budget based on scope of work and resource requirements. Tracks project costs to meet budget. Develops and manages a detailed project schedule and work plan. Develops a detailed plan to monitor and tracks the progress of the project. Provides consistent project updates to various stakeholders and management about strategy, adjustments, and progress. May manage contracts with vendors by assigning tasks and communicating expected deliverables. Utilizes industry best practices, techniques, and standards throughout project execution. Monitors project progress and adjusts as needed. Measures project performance to identify areas for improvement. Manages relationships between contractors and stakeholders. Monitors project schedules, budgets, and invoice costs and/or released costs to identify potential issues or delays. Measures project performance using appropriate project management tools. Performs risk management analysis to reduce project risks. Reports and escalates to upper management as and when needed. Creates and maintains a comprehensive project documentation. Identifies and participates in internal and external job-related trainings. Maintains confidential and sensitive information. Ensures individual and team files (electronic and hard versions) are appropriately maintained and timely disposed of in accordance with the agencys records retention procedures and schedule. Maintains required certifications and licenses and meets the continuing education needs and requirements of the position to include, attending mandatory training courses. May be required to operate a state or personal vehicle for business purposes. Performs other duties as assigned.
Job Requirements:
Minimum Qualifications
Graduation from an accredited four-year college or university with major coursework in Business, Project Management, or a related field. Three years of experience seeing projects through the full life cycle. Experience with completing projects according to outlined score, budget, and timeline. Relevant experience and education may be substituted on a year-for-year basis.
Preferred Qualifications
Five or more years of experience with large-scale projects. One year of experience with agile methodologies. Experience with managing web application development projects. Professional Project Manager (PMP) certification.
Knowledge, Skills, and Abilities (KSAs)
Knowledge of local, state, and federal laws and regulations relevant to TNRIS, and of the principles and practices of public administration. Knowledge of project management methodologies outlined by the Project Management Institute. Knowledge of budgeting cycles and procurement workflows. Knowledge of vendor contracts, and contract renewals. Skills in using Microsoft Office programs such as Word, Excel, and Access. Skills in the use of internet, email, word processing, spreadsheet, presentation, and database software. Skills in creating and maintaining detailed project plans. Skills in stakeholder engagement and facilitating group workshops. Skills in comprehending technical material, implementation planning, identifying problems and causes. Ability to adhere to work schedules, follow procedures with respect to leave and submit accurate timesheets by prescribed deadlines. Ability to make mature, objective decisions and identify areas of potential problems. Ability to perform effectively and willingly when changes occur in scope and nature of the work and work environment. Ability to perform routine and non-routine work assignments accurately and on-time with little or no supervision. Ability to perform assigned duties and improve work habits and/or output. Ability to complete assigned work, on time, neatly and with infrequent errors. Ability to interpret policies, procedures, and regulations. Ability to provide prompt, courteous and accurate assistance, and clear and concise communication to internal and external stakeholders both verbally and in writing. Ability to work and cooperate with others in a team environment. Ability to manage multiple tasks. Ability to stand/sit/move with no physical limitations or aids to perform activities such as retrieve/replace files in a large file system for boxes up to 30 lbs. Ability and willingness to travel 10f the time, primarily within the state of Texas. Ability to operate a vehicle (state or personal) for state business and maintain a drivers license and driving record that complies with state and agency requirements. Ability to work days that may exceed 8 hours, including early mornings, nights, and weekends. Ability to train others. Ability to create RFPs and RFIs. Ability to effectively communicate to wide spanning stakeholders, including but not limited to developers, designers, and executives. Ability to use project management software and tools, including but not limited to, Microsoft Project, ProjectLibre, Jira, Trello, etc. Ability to measure project performance and adjust as needed. Ability to lead requirements gather exercises with large groups of stakeholders. Ability to assess and troubleshoot project risks. Ability to exercise sound judgement and make critical decisions. Ability to analyze complex information. Ability to develop plans to address identified issues. Ability to demonstrate negotiation and facilitation skills. Ability to identify project risks. Ability to prepare reports.
