Job Description: $41,428 57,909 / year or higher DOQ + Full-Time County Benefits. James City County General Services department seeks individual to perform high level professional and administrative work planning, organizing, coordinating, and supervising the courthouse facility. Work involves managing contractual services for the maintenance of the facility and grounds; budget preparation and management; coordination of purchasing and disbursements functions, managing information systems, and management of the facility insurance plan. Responsibilities Provides effective supervision of assigned staff including selection, performance management, employee relations, training, prioritizing and assigning work, and related activities. Coordinates the facilities work for the courthouse; performs maintenance and repairs to interior areas including but not limited to corridors, lobbies, offices, courtrooms, secured spaces, elevators, dumb waiters, telephones, intercom, video arraignment, heating and air conditioning, lighting, and vending machines and to the exterior areas including but not limited to landscaping, parking lots, sidewalks, signage, and lighting. Develops the courthouse budget, reviews with both the County and City for approval; administers the authorized budget and is the liaison to the fiscal agent; develops annual and long-range facilities maintenance plans; manages a system for providing purchasing and disbursement services to the offices; with the Courts, selects vendors or maintenance contractors; prepares contracts. Provides space planning assistance. Provides information system support to the offices. Manages the insurance plans for the building. Practices continuous learning through individual study, classroom training, seminars, and conferences.
Job Requirements: Any combination of education and experience equivalent to a High School diploma, technical degree, or equivalent plus some related coursework in building maintenance, HVAC, or related field; experience in building maintenance operations required, including supervisory experience of staff or contracted services. Must possess or be able to obtain within 30 days of hire, a valid Virginia drivers license and have an acceptable driving record based on James City County criteria. Thorough knowledge of the principles and practices of facilities management and preventive maintenance as it relates to buildings. Knowledge of automated building management systems and their operation. Ability to plan, schedule, and direct the work of maintenance staff and contracted services; prepare and maintain records; exercise direction and good judgment in applying and interpreting County and Courthouse policies and procedures; maintain effective working relationships with County and City staffs, Courthouse staffs, and employees; prepare Courthouse budget and to monitor accounts for expenditures; read and understand mechanical, plumbing, and electrical diagrams and drawings; manage insurance coverage; troubleshoot mechanical and electrical equipment and systems using testing instruments; communicate effectively, both orally and in writing.
