Summary/General Description of Job:
The incumbent arranges for the purchase of assigned commodities and services. The Buyer is
responsible for the awarding, administering, and the close out of purchase orders and blanket purchase
agreements used to purchase a wide range of supplies, materials, equipment, and services.
Essential Duties & Job Functions:
Understands and follows current procurement policies and procedures.
Ensures all procurement actions are completed in accordance with the Acquisition Policy and
Reviews purchase requests for completeness, accuracy, and compliance with existing policies
Obtains oral and written price quotes for commodities and services from vendors.
Prepares purchase orders through a computerized system and places orders for the purchase of
goods and services.
Evaluates and negotiates pricing and terms with suppliers and contractors; documents the
Conducts price analysis and coordinates the technical analysis with requester when required.
Prepares and maintains Purchase Order files throughout the close out process.
Maintains the approved supplier list in accordance with the procurement policy and procedures.
Distributes purchase orders to the proper recipients/departments.
Performs follow up with suppliers to ensure timely delivery of purchases and documents
supplier or contractor performance.
Provides customer service and training throughout the procurement process.
Performs other related duties as assigned.
Completing all mandated training requirements per government and management directives.
Timely and cost effective performance of duties.
Communicating effectively verbally and in writing with all levels of Center staff and students.
Ability to develop rapport and positive working relationships with all departments

Timely completion and accuracy of all departmental work.
Dealing with a variety of people in a professional, courteous manner in diversified situations.
Adherence to established company safety policies and ability to work in a safe manner, using
any required personal protective equipment (PPE) as may be required.
Compliance with company standard operating procedures and personnel policies and
Job Requirements (Education, Experience, Professional Associations):
High School Degree or equivalent.
Previous experience in Procurement.
Basic familiarity with mathematical functions.
Ability to use Excel and Microsoft Word at an intermediate level.
Strong organizational and customer relations skills.
Successfully pass any background check and/drug test required on the contract.
Current, valid California Driver’s License and an acceptable driving record.
