Under general direction, is responsible for the planning and conducting of media and community relations programs designed to create and maintain a favorable public image of the San Antonio Public Library through various communications media, including newsletters, news releases, award submissions, and other related communications materials. Develops and provides strategic vision for the Library and management oversight of the marketing team. Provides communications and event outreach support and leads promotional efforts for the Library. Working conditions are primarily in an office environment. Exercises functional supervision over assigned staff.

This position is an "unclassified" position and has no disciplinary appeal rights to the Municipal Civil Service Commission. This position is likewise subject to at-will employment status and can be terminated at any time for any reason.

Essential Job Functions:
Develops, administers, and coordinates public relations, marketing and advertising initiatives related to the Library and develops supporting communication plans.

Provides management oversight to the Library’s marketing team.

Plans, coordinates and executes press conferences and other media or special events such as announcements, project launches, grand openings, branch anniversaries and other events.

Oversees quality control by way of creative direction and edits to collateral materials produced by the team; includes direction on key components of events; edits press releases.

Works with other City departments and local stakeholder groups in activities related to the City of San Antonio and Library department.

Provides staff support to Library Board of Trustees Public Relations Committee.

Leads the team in efforts to respond to requests for information from the media as well as Open Records Requests.

Builds relationships with the external community; represents and serves as liaison to other public information offices.

May attend public meetings to obtain and impart necessary information concerning the Library.

Prepares and implements promotional programs involving the news media in departmental programs; collaborates with different units of the Library to gather information as part of this effort.

Represents the department during community projects and at public, social, and business gatherings.

Manages, researches, leads and submits story ideas for various publications to promote the Library

May prepare a budget for the public information division, including monitoring of expenditures.

May serve as contract administrator for assigned contracts, which includes involvement in procurement process, management oversight and compliance of existing agreements, approval of expenditures and reporting to Finance.

Supervises the maintenance of various resource files, mailing lists, and statistical data on the Library department.

May compile statistical reports to demonstrate effectiveness of marketing strategies to Library Board and other stakeholders.

May supervise assigned staff.

Performs related duties and fulfills responsibilities as required.



Job Requirements:
Bachelor's Degree from an accredited college or university.
Four (4) years of experience in journalism.
Valid Class "C" Texas Driver's License OR valid driver's license from another state with the ability to obtain a valid Class "C" Texas Driver's License within 30 days of becoming a Texas resident. Use of your own personal vehicle may at time be required and proof of Liability Insurance will be required.

PREFERRED QUALIFICATIONS:

Experience in public relations.
Masters Degree in Communications, Public Affairs, or related field.
Five (5) years of supervisory experience.
Bilingual in Spanish.
Experience in community and public relations.
