Provide expert leadership to Engineering
Team, responsible for the management and
oversight of the SEC’s $30M IT
infrastructure

systems and associated support services;
including acting as contracting
officer’s technical representative for
multiple support

contracts and vendors with an agregate
value of approximately $25M per year.
Initiate long-range plans in the
implementation of

a new service oriented architecture,
continuous improvement and upgrade of
SEC systems and services, introduction
of new

technologies, and ensuring the overall
stability and security of SEC systems.
Work closely with SEC lines of business
to

implement new technical solutions in
support to critical missions and
realizing each division’s IT goals.
Closely monitor and

evaluate systems and services to achieve
high availability across the SEC
Enterprise while resolving long-term
technical issues,

improving global user experience, and
whole system performance. Lead technical
staff, responsible for providing Tier I,
II, and

III support for critical infrastructure
systems including a virtualized hybrid
cloud based infrastructure,
collaboration and

email, mobility services (mobile devices
and remote access solutions), and core
servers and storage systems. Serve as
key point

of contact between stakeholders,
technical support teams, solutions
delivery managers, and contractors to
ensure open

communication across the enterprise
while executing crisis and non-crisis
management support. Facilitate multiple
organizational

development workshops to mature new
organizational structures while
obtaining buy-in from key stakeholders.

by ensuring system stability and

four major IT systems.

new hybrid cloud-based service-oriented
architecture to maximize services
delivered

across the SEC; while also creating and
communicating a strategic vision focused
on reducing time required to develop and

deliver new services from months and
years down to weeks and months.
- Supported and successfully
completed the planned retirement and
migration of two legacy Data Centers
including the

migration of servers and storage systems
in less than seven months while
maintaining greater than 99% system
availability during

the physical migration.
- Championed the transition of the
SEC.gov modernization project from
development to production. Developed
and

implemented new Transition Planning
process and checklists to ensure
transition was completed 45 days ahead
of schedule in order

to avoid potential delays resulting from
major Data Center migration efforts.
- Produced and enacted patching
process improvements to reduce the
impact of unplanned system outages while
eliminating

more than 200,000 security-related
vulnerabilities in less than 90 days.
- Accomplished an in-depth
redesign of key remote access systems to
improve service to teleworkers and
support the

expansion of the SEC telework program by
approximately 25% of the agency.
- Combined the infrastructure
development, engineering and operations
support staff into a single integrated
team to

effectively identify and implement new
systems and services while rapidly
responding to and resolving critical
system outages as

well as long term problems.
