Police Captain 2010–Present
Work as a Division Commander of the
Bureau of Administration and assumes
responsibility in overseeing day-to-day
administrative and human relations
functions of the San Jose Police
Department, which include managing the
Police Personnel Unit; recruiting,
screening and selecting personnel;
implementing safety initiatives;
maintaining military leave coordination;
processing and monitoring disability and
worker’s compensation claims; and
assigning personnel tasks. Provides
effective leadership and supervision to
the Training Division in facilitating
all training for nearly 1300 officers of
the Police Department, implementing
management and line-level training
focused on emergency vehicle operations,
firearms use, current crime and
terrorism issues, defensive tactics,
contemporary community issues, legal
updates, first aid, CPR, and others.

Notable Contributions:
- Led all property warehouse
operations and ensured integrity of
evidence retention efforts to allow for
successful prosecution of criminal
matters.
- Ensured the integrity of the
Department’s practices in handling
currency, narcotics, and weapons, as
well as in proper disposal of evidence
after adjudication.
- Oversaw the provision of WMD
response training to the San Jose Police
Department and to partnering agencies.
- Oversaw investigations of civil
claims filed against the Police
Department.
- Served as a panelist on behalf
of the Office of the Director of
National Intelligence (ODNI) in
Washington, DC in 2010 to address
current intelligence concerns.

Police Lieutenant 2000–2010
Functioned as commander of assigned
specialized units, orchestrating
counterterrorism intelligence efforts
from 2007 to 2010. Oversaw operations of
the San Jose Police Department’s Airport
Division from 2005 to 2007. Mentored and
supervised a staff of 50 sworn personnel
dedicated to providing specialized
airport security services. Ensured
safety of the traveling public by
fostering relationships with myriad of
federal agencies and airport
administration. Maintained
responsibility for airport explosive
detection efforts and worked closely
with the public ensuring post 9/11
traveling experience was as hassle-free
as possible.

Notable Contributions:
- Provided leadership on the
patrol responses to emergency and
ongoing crime problems within geographic
area of responsibility as an Area
Commander.
- Regularly worked with community-
based organizations, neighborhood
associations, and concerned citizens to
resolve quality of life issues in
neighborhoods.
- Developed the South Bay
Terrorism Early Warning Group and was
reassigned as Assistant Deputy Director
at the Northern California Regional
Intelligence Center in San Francisco.
- Successfully launched Law
Enforcement Online program to partnering
agencies.
- Selected for the FBI’s Police
Executive Fellowship Program. Assigned
to the FBI’s Counterterrorism Division,
National Joint Terrorism Task Force, at
FBI Headquarters, Washington DC.
- Demonstrated exemplary
performance and was selected by ODNI to
serve as a participant in the SHARP
Program in 2008, addressing contemporary
intelligence issues.
- Trained and supervised public
and private sector personnel in
terrorism trends, monitoring
intelligence collection, and
information-sharing initiatives.
- Collaborated with federal,
state, local, and industry partners
throughout 15 Northern California
counties.
- Functioned as the commander of
the Police Personnel Unit from 2001 to
2005 to spearhead all human relations
functions effectively.
- Collaborated with patrol
supervisors to attack recurring criminal
issues.
- Communicated with schools to
identify and resolve truancy complaints.
