Sutter Yuba Homeless Consortium is comprised of a full range of community stakeholders committed to activities and efforts aimed at the goal of ending homelessness. Membership includes advocates, homeless assistance providers, victim service providers, faith-based organizations, governments, businesses, housing agencies, school districts, social service providers, public health, behavioral health, universities, hospitals, affordable housing developers, law enforcement, veteranís organizations, and homeless and formerly homeless persons.

Job Summary
The Executive Director is responsible for carrying out the vision of SYHC to effectively address homelessness in the Sutter-Yuba region. The Executive Director is responsible for coordinating and facilitating SYHC, its Board and sub-committees. In addition, the Executive Director will manage the activities and fiscal solvency of SYHC, including donor development, progress towards community-wide goals, program performance, and compliance with all funding requirements. In this role the Executive Director will provide staff support to SYHC board and various subcommittees, coordinate efforts to address homelessness, and monitor and drive outcomes in meeting the communityís goal to reduce homelessness in the Sutter-Yuba region.

Reporting Structure:
The Executive Director will report to SYHC Board of Directors.

Specific Duties Include
Strategic Facilitation
 Assist the Board in the development and implementation of the strategic plan to reduce homelessness in Sutter and Yuba counties; this plan is rooted in community goals as well as national goals for homelessness prevention and intervention, and incorporates community vision, best practices, and measurable outcomes for the area
 Oversee implementation of plan strategies, collect and analyze applicable community data to determine progress in meeting community-wide goals and make recommendations to  community partners
 Facilitate community consensus around strategic plan goals and community strategies to achieve them
 Serve as the main point of contact regarding the SYHC in the community

Program Oversight
 Serve as oversight of the Homeless Management Information System (HMIS)
 Provide oversight and ensure a collaborative approach to managing the Coordinated Entry System
 Oversee the coordination of the Point In Time and Housing Inventory Count process
 Conduct site visits with contracted agencies and ensure adequate reviews for funding awarded through SYHC

Administrative Support
 Manage and staff the SYHC and its committees in accordance with the Governance Charter and all associated projects and support work, including meeting coordination, noticing, preparation, agenda development, facilitation, and minutes
 Assure that all minutes and reports on the SYHC activities and functions are submitted as necessary and on time
 Create and implement a marketing plan, to include effective outreach to stakeholders
 Communicate efficiently to the public through various venues including radio, newspaper, community events, etc., per the interest of SYHC Board
 Develop written policies and procedures for SYHC for approval by the Board
 Other duties as assigned as the SYHC evolves

Fund Development and Coordination
 Research, identify, and apply for funding support that expands the SYHC funding model beyond governmental grant awards to more holistically address homelessness in Yuba Sutter
 Provide support to the Grants Manager for development of proposals, reports, and monitoring of sub-contractors
 Conduct donor development activities, including donor identification and engagement, sponsorship programs, and building long-term support for the programs of SYHC
 Create and maintain an annual budget and monthly statement of activities, utilizing an accrual -based accounting system. Conduct all Accounts Receivables and Accounts Payables activities
 Provide written monthly report to SYHC board.

Skills and Abilities
 Bachelorís Degree in Public Administration, Sociology, Business Administration, or a related  field or minimum of five yearsí experience in grant or project administration desired
 Demonstrated ability to unite a community around a common vision
 Ability to manage evolving and changing situations, including funding requirements, dynamic  local partnerships and community needs
 Ability to think and act in an entrepreneurial manner
 Experience with strategic planning and management processes
 Strong interpersonal skills and the ability to develop strong working relationships across
community, public and private sectors
 Excellent oral and written communication skills including demonstrated ability to write and  prepare successful grant proposals
 Experience in negotiation and conflict resolution procedures and proven ability to manage and  facilitate collaborative decision-making processes and achieve established outcomes
 Experience in management of state and/or federal grants and project monitoring, or equivalent
 combination of experience and training that provide essential knowledge, skills and abilities  preferred
 Ability to manage multiple projects simultaneously
 Strong analytical skills and ability to measure and evaluate program performance
 Knowledge and skills in marketing, event planning, and meeting coordination techniques
 Strong computer skills including Microsoft Suite, online grant systems (ex: e-Snaps) and the use of social media tools
 Familiarity with homelessness issues strongly preferred
