Job Description:
The COOP Coordinator is responsible for the coordination and communication for each Agency, Field Division designated COOP Point of Contact and their designee(s). The CPS COOP Coordinator will apply expertise in applicable federal, state, and local laws and regulations, guidelines issued by DHS, FEMA, EPA, and OSHA, and directives, including Homeland Security Presidential Directives related to emergency preparedness, infrastructure protection, and physical security at a level sufficient to manage the area-wide implementation of moderately complex emergency preparedness policies, programs, and procedures.
 Assist and provide oversight of agency, Devolution of Operations Plans.
 Assist and provide oversight in the selection of agency Essential Functions.
 Oversight and support in the development and selection of Emergency Relocation Group (ERG) personnel for agency.
 Interprets government regulations and applicable codes and advises government management on the best course of action to ensure compliance.
 Develops programs, procedures, and contingency plans based on a risk approach and proposes solutions that monitor, evaluate, and enable resolution of safety and continuity of operations compliance.
 Performs business impact analysis, risk assessments of essential functions, and/or information systems.
 Oversees the development, integration, and exercising of contingency plans.
 Prepares and conducts briefings and overviews to educate Agency personnel.
 Prepares and submits position and information papers in response to government requirements.
 Coordinate agency component Continuity Facilities to ensure preparation, capacity, capability, and functionality to support Essential Functions and ERG.
 Provide planning, technical writing, and coordination support for TT&E activities.
 Support Business Continuity/Disaster Recovery staff in the development, execution, and after-action reporting and tracking for TT&E events and participation in House-level TT&E activities.
 Assist in the development, delivery, and tracking of continuity awareness training for the agency workforce.
 Attend agency and other working groups and coordination meetings as required, electronically or onsite as required by the agency assisting Federal workforce by writing meeting summaries and documenting action items.
 May include travel to alternate sites for exercise planning and execution.



Job Requirements:
Required Skills:
 Continuity of operations (COOP) and/or business continuity subject matter expertise with at least five years of experience, including dedicated experience in developing and executing continuity activities.
 Experience with the design, development, conduct, and evaluation of emergency management or DoD exercises.
 Experience with the Joint Event Life Cycle or Homeland Security Exercise and Evaluation Program
 Experience with logistics requirements for large scale exercises.
 Knowledge of emergency management practices and procedures.
 Experience in project management, including setting priorities, ensuring timely completion of deliverables, and ensuring adequate staffing.
 Experience interacting with senior and mid-level executives, providing guidance, consulting services, training, and facilitating working sessions or tabletop exercises.
 Strong experience with document creation, management, and quality assurance, including professional writing.
 High proficiency in using Microsoft Office products, particularly Word, Excel, SharePoint and PowerPoint- is required.
 Ability to obtain a security clearance.
