Job Description:

Essential Duties and Responsibilities:

*He/she provides oversight to the multiple projects led by multiple project managers, utilizing both direct and subcontracted labor
*Managerial oversight is required for the financial, subcontract management and Human Capital well-being of the programs and platforms, with a primary focus of ensuring delivery excellence and PnL responsibilities are achieved
*Ideal candidate would have a focus on tactical and strategic customer relationship management as well as being able to seamlessly integrate with project, program, and division and segment organizations
*Consult with customer and Contractor personnel to formulate and review task plans and deliverables, ensuring conformance with program and project task schedules, costs, performance, and contractual obligations
*Experience in collaborating with business development and capture teams is preferred
*Experience in managing and delivering content for proposals to the customer is required
*This person must possess a strong background in quality and agile development practices as well as familiarity with a wide array of open source technologies
*The candidate must have experience in managing delivery in an integrated environment where multiple service teams produce and deliver discreet components and services to create a successful product/outcome
*By examining performance metrics across the program and monitoring deliverables, he/she will ensure conformance with program tasks and schedules, performance, and contractual obligations
*The position will develop and deliver program status briefings to senior Federal and corporate leadership
*Experience organizing, directing, and managing IT O&M operations support functions for a large disperse organization within the federal sector

Education and Experience Requirements

*Bachelor's Degree in Computer Science, Engineering, Information Systems, Business or related discipline. An MBA or Master Degree in Engineering Management, Computer Science, Engineering, Information Systems or related discipline is preferred
*Minimum of (10) ten years as a program manager leading large, complex programs in a federal government environment
*Minimum (5) five years' experience managing teams of 50+ members
*Minimum of (5) five years' experience managing multiple concurrent development efforts valued at $2+Million annually
*SAFe certification
*Knowledge of Agile methodologies
*PMP Certification
*ITIL v3 Foundations Certification

Duties and Responsibilities:

  • Responsible for strategic planning and tactical execution for organizational excellence by directing, communicating, organizing, resourcing, monitoring, performance managing and engaging a talented workforce to facilitate the delivery of customer focused, efficient and continuously improving products and services.

  • Build a strong management team and direct assigned staff to ensure the completion of work in a timely and efficient manner.

  • Align objectives, measure results, conduct developmental discussion and complete performance reviews.

  • Build and execute an operational strategy to deliver a superior client experience while creating capacity for business and people growth, development, continuous improvement, and project compliance with contract operational service level agreements.

  • Maintain an understanding of and ensure compliance with MAXIMUS policies, project policies and procedures, and state and federal regulations applicable to programs administered by MAXIMUS.

  • Develop, implement, and administer Enrollment and Eligibility and Workforce Management processes and policies to ensure customer satisfaction, improved efficiency and high productivity.

  • Collaborate and work closely with clients and leadership team on project specific directives/initiatives.

  • Assist in the development of automated solutions to improve efficiency, productivity and customer satisfaction.

  • Leverage technology, continuous improvement and transformational change initiatives to optimize business processes.

  • Represent the client experience, within an enterprise context, by serving as a key member of Project leadership team.

  • Communicates and collaborate with management, supervisors and staff to identify challenges and opportunities and to develop creative and innovative solutions for operational excellence.

  • Provide guidance, direction and development for Operations directors and managers.

  • Create an environment for high workforce engagement.

  • Coach, set expectations, conduct performance appraisals and provide career development, succession planning, corrective action and recognition for assigned staff.

  • Minimum Requirements:

  • Directs and controls the activities of one or more functional areas, divisions, product groups or service areas through senior managers who have overall responsibility for the successful operation of those assigned areas.

  • Consistently works with abstract ideas or situations across functional areas of the business.

  • Through assessment of intangible variables, identifies and evaluates fundamental issues, providing strategy and direction for major functional areas.

  • Requires in-depth knowledge of the functional area, business strategies, and the company's goals.

  • Interacts internally and externally with executive level management, requiring negotiation of extremely critical matters.

  • Influences policymaking.

  • Reports to VP level.
