Job Description:

The Procurement Manager will provide technical guidance and oversight of the procurement function to staff, globally. The Procurement Manager will lead lifecycle organizational procurement of goods and services through and monitor compliance with Ipas procurement policy. This position will apply professional purchasing concepts, standards and organizational objectives to complete complex procurement assignments. You will collaborate with business units and offices in establishing quality improvements and process efficiencies, and lead organizational capacity-building on procurement matters.


Responsibilities



  • Lead Ipas's procurement processes both procedurally and administratively through procurement-related tasks built into Ipas's ERP, Workday.

  • Create and maintain legally sound procurement instrument templates such as consulting agreements, lease agreements, subawards, and purchase orders. Offer risk reduction guidance to sponsorship or participant agreements.

  • Assist staff in negotiating vendor terms ensuring that they are as favorable to Ipas's business interests as possible, minimize risk, and are in compliance with applicable laws, regulations, policies and procedures.

  • Assist in resolving vendor compliance risk and vendor performance issues, as necessary.

  • Provide subject matter expertise, training and guidance on procurement policies, procedures, issues, and systems.

  • Own the procurement process and support various procurement functions such as strategic sourcing, preferred vendor procurements, vendor file management, and assist staff in drafting of requests for quotes, specifications, vendor evaluation criteria, and sole source justifications.

  • Lead in procurement lifecycle quality assurance, ensuring that for all contracts and procurement activities, appropriate documentation is obtained, tracked, and maintained per policy in an accurate, systematic and timely manner.

  • Provide oversight to global procurement functions by evaluating and identifying gaps in legal procurement instruments, policies, procedures, business systems, processes, or tools. Recommend and implement updates and/or improvements ensuring organizational efficiency, effectiveness, and standardization, as necessary.

  • Proactively maintain and increase competency in procurement best practices and regulatory changes sector. Research and implement updates as needed to reflect changes in regulatory, trademark, intellectual property, and other matters impacting Ipas.

  • Other duties as assigned.



Requirements


Minimum



  • Bachelor's Degree in Business Administration, Supply Chain Management or related field

  • Five (5) years minimum experience in a prior Procurement Manager role(s)

  • Advanced knowledge of and experience within the purchasing functions.

  • Ability to effectively communicate complex information to others both verbally and in writing and ability to satisfactorily resolve issues with customers.

  • Strong negotiation and analytical skills with business acumen to make sound management decisions/recommendations.

  • Skilled in the use of ERP/financial and other business systems.

  • Working knowledge of strategic sourcing concepts and methodologies.

  • Excellent oral and written communication skills. Skilled in drafting procurement instruments and vendor communications.

  • Ability to travel overseas up to 10%.

  • In-depth working knowledge of contract drafting, management and change control processes.

  • Experience developing and delivering training for diverse audiences.
