The U.S. Army Financial Management Command (USAFMCOM) has established a Business ProcessStandardization (BPS) team to document financial transactions to support Army audit readiness and the financialmanagement transactions. This team is well resourced and is aggressively seeking to establish the touch points to the Army financial accounting system. The team is focused on actions that impact the Army general ledger, and on the internal controls needed to ensure auditability. The BPS Audit Readiness Team is only addressing impacts across the following E2E processes for the Army ledger and, or balance sheet, but has not fully recognized the full relationship between these processes and the incompletely defined A2R-E processes.

The BPS team is seeking to standardize several integrated processes for acquisition through retirement (A2R), each need to be melded together with their related financial transactions. These processes include activities under program planning, contracting, fielding, property accountability, maintenance and services, upgrades, and removal from inventory.
The DASA-APL is leading the Army’s effort to map and improve the Acquire-to-Retire business process for
Equipping (A2R-E). The problem spans many ASA(ALT) processes and systems for which DASA-APL has
responsibility to develop and monitor organizational controls, systems and performance throughout the acquisition
lifecycle. The scope of the effort spans all eight perspectives for documenting problems and solutions, including
Doctrine, Organization, Training, Leadership, Materiel, Personnel, Facilities and Policies (DOTMLPF-P). Specifically DASA-APL must identify, correlate and rationalize end-end A2R-E processes, within the DoD Business Enterprise Architecture (BEA).
The role of the Sr. Enterprise Data Architect is to help DASA-APL’s institutionalize business process baselines, conduct annual reviews across the acquisition community, initiate process capture, and create related documentation. and assessments that help improve Army acquisition management. This will be accomplished through the development of Integrated Project Teams (IPT) and using meeting coordination, facilitation, exercise development, orientation and instruction of the integrated viewpoints.
ESSENTIAL DUTIES AND RESPONSIBILITIES
Includes the following (Other duties may be assigned):
Identify key processes, process flows, information requirements, decision points or criteria to improve
visibility and transparency.
Assist in the visualization and presentation of the each captured process, key process relationships and exchanges to include descriptive documentation captured in each IPT session.
Establish process area segmentation and activities to complete given tasks or processes.
Document process flows and decision points to support establishing the acquisition processes baseline of
activities to meet mission. Identifying the core information elements associated with those processes.
Assist in the development of a baseline for process oriented instructional materials, methods to support process oriented problem solving, and annual business process reviews.
Develop core process centric guides, learning objectives and processes for leadership problem solving and annual business process reviews.
Create comparative data visualization models processes into appropriate to facilitate improved understanding of the acquisition enterprise and linkage to other core functions
No supervisory/management authority.
EDUCATION and/or EXPERIENCE
Masters degree in a related filed and 10 years’ of relevant experience in data management, data warehousing, business intelligence, and/or master data management, metadata management, business analytics experience (ie. documentations, research, testing, metric development, data analysis, report development, etc.) Experience
with DoD data architecture, data modeling, and database design and administration is a plus. Extensive process improvement experience may be substituted for degree requirements (eg 15 years specific applicable experience).
KNOWLEDGE, SKILLS AND ABILITIES

Experience using MS Office and MS SharePoint
Indoor climate controlled environment.
Candidates must be eligible for a DoD CAC and able to obtain a Secret clearance.
