Job Description:
JOB LOCATION: Position requires travel throughout the Early Head Start coverage area within Northumberland County.

ORGANIZATIONAL RELATIONSHIPS: The Early Head Start Family and Social Services Assistant

reports to the Early Head Start Supervisor and in his/her absence, to the Head Start Programs Manager.

JOB DEFINITION: The Early Head Start Family and Social Services Assistantís main responsibilities are to facilitate relationships between the home, the parents, and community agencies in the areas of social services, health and nutrition and to coordinate enrollment activities to maintain full enrollment in the Early Head Start program.


Social Services
Be familiar with current Head Start regulations, policies and legislation in the fields of social services, parent involvement, health and nutrition.
Assist families with developing and attaining family goals.
Complete home visits with families.
Organize and coordinate parent/family participation through parent meetings, Policy Council, committee meetings, trainings and other Early Head Start related activities.
Acquaint staff and parents with existing network of social service agencies, and help families locate needed services.
Identify needs as expressed by the family, make appropriate referrals, complete necessary records and follow-up.
Coordinate with outside agencies as needed.
Attend trainings as required.
Implement and maintain an outreach recruitment process, which systematically ensures enrollment of eligible children.
Verify income documentation in order to determine program eligibility.
Follow all federal regulations related to ERSEA (Eligibility, Recruitment, Selection, Enrollment and Attendance).
Work with families to eliminate barriers to regular participation for all children.
Assist parents in obtaining required health and dental records for individual children.
Attend and facilitate parent participation in the Bi-annual Health Services Advisory Meeting (HSAC).
Assist with transportation for health services, as needed.
Maintain current physical on a biennial schedule.

NON-ESSENTIAL DUTIES AND RESPONSIBILITIES: Performs other related duties as assigned.

Job Requirements:

Minimum requirement is one of the following:
Bachelorís degree in social services, education or health-related area;
Associate degree in social services, education or health-related area and 2-3 years relevant experience.
Must have an interest in and concern for children and their families.
Must be able to communicate effectively with staff members, children and their families and community representatives.
Bi-lingual in Spanish and English preferred.


Current, approved Act 34 (PA State Police), Act 151 (PA Child Abuse Registry) and Act 114-FBI Fingerprint clearances are required and must be renewed at appropriate, specific intervals pursuant to Act 153 of 2014 (revised Act 15 of 2015).
Current, approved Act 126 Mandated Reporter Training certificate showing completion of a minimum of three (3) hours training every five (5) years.

PROFESSIONAL DEVELOPMENT REQUIREMENTS: This professional is required to keep abreast of current trends relating to social, human or family services. Additionally, they must attend regularly scheduled staff meetings, participate in local and state training that is pertinent to their job assignment and participate in Early Head Start initiatives and CSIU sponsored activities.


Must have the ability to travel to offsite work locations.
Must be able to arrive on schedule at various locations over a wide geographic area and perform required home visits.
Must have strength and ability to carry equipment long distances (approximately 30 lbs.).
Must be able to tolerate some bending, stooping and squatting.


This is a full time, non-exempt position. Staff work 260 days per year, 5 days per week, 7.5 hours per day schedule. This may include evening meeting and overnight trips.
Attendance at work is a requirement of this position; any and all absences must be approved by the immediate supervisor.
